May 9, 1988 A Public Hearing of the City Council held on Monday, May 9, 1988, there were present: Mayor Gloria O. Webb, Jack P. Barnes~ E. G. Corprew, Jr., Robert Gray, L. Louise Lucas, J. Herbert Simpson, LaMar Williams, George L. Hanbury, II, City. Manager, Steven LieDerman, City Attorney Vice Mayor J. Robert Gray, opened the meeting with prayer, followed by the Pledge of Allegiance of Flag. 88-185 - Public Hearing on use permit and group housing project applications: (a) UP-88-5 CRADOCK NEIGHBORHOOD Use permit application of Raymond L. Cox, owner, for a junkyard at 3412 and 3500 George Washington Highway. Raymond L. Cox, 3412 and 3500 George Washington Highway, representing Cox Enterprises, spoke in support of the use permit. Motion of Mr. Barnes and seconded by Mr. Gray, to defer UP-88-5 to the next regular meeting of May 24, 1988, and by unanimous vote. (b) UP-88-6 CRADOCK NEIGHBORHOOD - Use permit application of Hampton Roads investment Corporation, owner, by the C & P Telephone Company of Virginia, for a telephone exchange on property at the northeast corner of Suburban Parkway and George Washington ~Highway. Motion of Mr. Barnes and seconded by Mr. Gray, to concur in the recommendation of the Planning Commission to approve UP-88-6, on first reading~ and was adopted by unanimous vote. (c) UP-88-7 CRADOCK NEIGHBORHOOD - Use permit application of George T~ McLean Company, owner, by Richard S. Couch, Vice President of Apache-Blast, Inc., for a coal slag processing plant at 3310 George Washington Highway. Richard Couch, 616 San Pedio Drive, Chesapeake, representing Tidewater Materials, spoke in favor of the use permit. Motion of Mr. Simpson and seconded by Mr. Barnes, to concur with the recommendation of the Planning Commission to approve UP-88-7. Amendment to the motion of Mr. Co~prew and seconded by Mrs. Lucas, to add an additional condition pertaining to landscaping. Substitute motion of Mr. Barnes~ to defer the matter to the meeting of May 24, 1988 died due to lack of a second. Amendment was withdrawn pending review of the consideration of landscaping and screening prior to sedond reading. UP-88-7 was approved on first reading, including the five conditions and with review of considering the addition of landscaping and was adopted by unanimous vote.
