May 11,1988 <br /> <br /> Based on th~ foregoing, I re'commend approval of a <br />resolutio~ accepting the offer of James J. Wayland Jr., <br />most responsible bid to purchase this property." <br /> <br />as the <br /> <br /> Martin K. Satasky, 1407 Gannet Run, Virginia Beach, spoke <br />concerning his desire to purchase the property. <br /> <br /> James J. Wayland, 309 County Street, spoke concerning his <br />bid for the property. <br /> <br />"A RESOLUTION ACCEPTING THE OFEER OF JAMES J. WAYLAND, <br />JR., TO PURCHASE CITY-OWNED PROPERTY ON HARRIS STREET; <br />AUTHORIZING THE 'CITY MANAGER TO CONVEY SAID PROPERTY <br />SUBJECT TO CONDITIONS. <br /> <br /> WHEREAS, the City of Portsmouth owns certain hereinafter <br />described real property, consisting of 0.95 acres, on the south <br />side of Harris Street, which property is no longer required for <br />public purposes and is, hereby, declared to be excess property; <br />and <br /> <br /> WHEREAS, pursuant <br />City of Portsmouth said <br />and developmen%; and <br /> <br />to Section 2.09 of the Charter of the <br />property has been advertised for sale <br /> <br /> WHEREAS, James J. Wayland, Jr., has offered to purchase <br />said property ~or the sum of Sixteen Thousand Dollars to be <br />developed 'for-five single family dwellings on minimum 7,500 <br />square foot lots and to relocate existing drainage at his <br />expense; and <br /> <br /> WH:ERE~S~-the Council of the City of Portsmouth, Virginia, <br />deems it to be ~in the best interest of the City for said <br />property to be developed in accordance with the offer submitted <br />by James J. Wayland, Jr. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the offer of James J. Wayland, <br />Jr., to purchase the hereinafter'described real property for <br />the sum Ofl Bi~xteen Thousand Dollars be, and the same hereby is, <br />accepted. Said property being more particularly described as <br />follows, to!-~it: <br /> <br /> Ail that certain piece or parcel of land, <br />situate~ in the City of Portsmouth, Virginia, on <br />the east side,of Harris Street 115' feet north <br />from the nOrth east intersection of Harris <br />Street and Afton Parkway; thence running N 26° <br />15'~00'' E 332.18' to a point; thence S 232°~ 18' <br />30" E 284.97' to a point; thence S 70° 46' 23" W <br />206.62'; thence N 63° 45' 00" W 56.97 to the <br />point of beginning. (A 30' drainage easeme!nt <br />on said property). <br /> <br /> BE IT FURTHER RESOLVED that th~ city Manager be, and he <br />hereby is, authorized to sign such deeds and other documents <br />may be necessary to convey the subject property and to carry <br />out the intent of this resolution, subject ito the following <br />conditions: <br /> <br />as <br /> <br /> <br />
