May 24, 1988 <br /> <br /> "The Virginia State Library & Archives is soliciting <br />applications for federal aid grants'under the Library Services <br />and Construction Act. Grant projects-to be considered must <br />improve access to public library~ resources~ and services for the <br />least served populations in the state, including individuals <br />with limited English-speaking <br />proficiency or handicapping conditions, the elderly, or the <br />illiterat%. <br /> <br /> Mr. Dea~ Burgess, Director of Portsmouth's P.ub~ic <br />Libraries, has prepared applications for a 24-hour Dial-Up <br />Access Program and a video tape collection of Public Service <br />Programs. These proposals would improve our services to <br />citizens, increase our resources in the library, and exp&nd our <br />contact with indi~iduals who are not currently a part o~ the <br />library clientele. <br /> <br /> I hi~bly recommend your support of the programs and the <br />adoption of the enclosed resolution authorizing the filing of <br />these applications with the Virginia State Library and <br />Archives. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Simpson, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE DIAL-UP ACCESS AND VIDEO TAPE <br />PROGRAM OF T~E PORTSMOUTH PUBLIC LIBRARIES; AUTHORIZING <br />THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING'. <br /> <br /> W~EREAS, the'Council of the City of Portsmouth, Virginia <br />recognizes the need to improve access to public library <br />resources and services for currently unserved populations in <br />the area; and <br /> <br /> WHEREAS, the Virginia State Library & Archives provides <br />Library Services & Construction Act Title I funds for <br />competitive grants for the fiscal year beginning July 1', 1988; <br />and <br /> <br /> WHEREAS, the city of Portsmouth, Virginia is eligible to <br />submit a grant application for funding for FY88 pursuant to all <br />regulations, policies, guidelines and requi~ments relating to <br />the application, acceptance and use of Federal funds for this <br />program. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the Council does hereby endorse <br />the Dial-Up Access and Video Tape Program of the Portsmouth <br />Public Libraries for the City of Portsmouth, Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the Council for the City of <br />Portsmouth Virginia authorizes the City Manager to plan, budget <br />and apply for a grant, which, if approved, will be used for <br />said program and hereby requests the Virginia State Library and <br />Archives to consider and approve the applications and programs, <br />said programs being in accord with the regulations governing <br />the use and expenditure of such funds." <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, <br /> Webb, will~ia~s ~ <br /> Nays: None <br /> <br /> <br />
