May 24, 1988 "The Virginia State Library & Archives is soliciting applications for federal aid grants'under the Library Services and Construction Act. Grant projects-to be considered must improve access to public library~ resources~ and services for the least served populations in the state, including individuals with limited English-speaking proficiency or handicapping conditions, the elderly, or the illiterat%. Mr. Dea~ Burgess, Director of Portsmouth's P.ub~ic Libraries, has prepared applications for a 24-hour Dial-Up Access Program and a video tape collection of Public Service Programs. These proposals would improve our services to citizens, increase our resources in the library, and exp&nd our contact with indi~iduals who are not currently a part o~ the library clientele. I hi~bly recommend your support of the programs and the adoption of the enclosed resolution authorizing the filing of these applications with the Virginia State Library and Archives. Motion of Mr. Gray and seconded by Mr. Simpson, the following resolution was adopted, and by the following vote: "A RESOLUTION ENDORSING THE DIAL-UP ACCESS AND VIDEO TAPE PROGRAM OF T~E PORTSMOUTH PUBLIC LIBRARIES; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR FUNDING'. W~EREAS, the'Council of the City of Portsmouth, Virginia recognizes the need to improve access to public library resources and services for currently unserved populations in the area; and WHEREAS, the Virginia State Library & Archives provides Library Services & Construction Act Title I funds for competitive grants for the fiscal year beginning July 1', 1988; and WHEREAS, the city of Portsmouth, Virginia is eligible to submit a grant application for funding for FY88 pursuant to all regulations, policies, guidelines and requi~ments relating to the application, acceptance and use of Federal funds for this program. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Council does hereby endorse the Dial-Up Access and Video Tape Program of the Portsmouth Public Libraries for the City of Portsmouth, Virginia. BE IT FURTHER RESOLVED that the Council for the City of Portsmouth Virginia authorizes the City Manager to plan, budget and apply for a grant, which, if approved, will be used for said program and hereby requests the Virginia State Library and Archives to consider and approve the applications and programs, said programs being in accord with the regulations governing the use and expenditure of such funds."
