<br />464 <br /> <br />April 25. 2011 <br /> <br />At a Called Meeting of the City Council on Monday, April 25, 2011, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst Sr., *William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Curtis E. Edmonds, Sr., City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />11 - 158 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 25, 2011 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />11 - 159 - The following item was discussed in Public Work Session: <br /> <br />1. Discussion of Operating and Capital Improvement Plan Budget <br /> <br />11 - 160 - Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to Virginia Code section 2.2-3711 (A)(7) to consult with legal counsel <br />and staff about specific legal matters requiring legal advice. <br /> <br />The subject matter will be discussion of water rates, and also a consulting <br />contract. <br /> <br />The purpose shall be to permit confidential discussion of these subjects. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2.
