<br />April 12. 2011 <br /> <br />Recommended Action: <br />. Adoption of an ordinance to appropriate $483,781for the Shelter Plus Care and <br />Supportive Housing Grant Program. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director of BHS will ensure the Shelter Plus Care and Supportive Housing <br />Grant Programs will continue to provide housing services to homeless consumers they <br />serve upon adoption of this ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A SHELTER PLUS GRANT IN THE AMOUNT OF <br />$414,768 AND A SUPPORTIVE HOUSING PROGRAM GRANT IN THE AMOUNT OF <br />$69,013 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND APPROPRIATING SAID FUNDS TOTALING $483,781 IN THE <br />FY 2010-11 BEHAVIORAL HEALTH SERVICES FUND." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 150 - Adoption of an ordinance appropriating $6,200,000 in the FY 2010-11 City <br />Garage Fund from funds received pursuant to the Master Lease Agreement authorized <br />by City Ordinance No. 2011-04 on January 11, 2011. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. On August 24, 2010, the Council approved an ordinance appropriating <br />$4,000,000 in the FY 2010-2011 City Garage Fund from its Fund Balance to provide <br />funds for the purchase of vehicles and declaring the intent of the City to reimburse itself <br />from the proceeds of obligations of the City (see attached). The ordinance outlines <br />Council's tacit approval for FY10-11 vehicle and equipment purchases of up to $6.3 <br />million. <br />. On January 11, 2011, the Council approved an ordinance authorizing <br />$28,000,000 in equipment and vehicle Lease Obligations of the City under a new five- <br />year Master Lease Agreement (see attached). <br />. The City finalized the Master Lease Agreement on February 10, 2011 and the <br />first year's proceeds are available to fund FY10-11 vehicle and equipment purchase <br />needs. <br /> <br />Discussion: <br />. In a continuing effort to replace obsolete public safety vehicles, and other <br />essential operational equipment of the City, a rolling five-year Fleet Replacement Plan <br />has been developed. The referenced Master Lease instrument serves as the funding <br />source for the five-year plan. <br />. $4,000,000 of the appropriation will be used to refund the City Garage fund <br />balance and $2,200,000 will be used to purchase vehicles and equipment as a part of <br />the Fleet Replacement Plan. <br /> <br />Financial impact: <br />. The Master Lease is an instrument of funding that obligates the City to <br />appropriate annual lease payments in accordance with the terms and conditions of the <br />Agreement. This ordinance is a housekeeping measure required to transform Council's <br />tacit approval to explicit appropriation of $6,200,000. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br />
