July 25, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 25, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., P. Ward Robinett, Jr., J. <br />Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager <br />Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Bernard D. Griffin, Sr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on July 10, 2000, a Called Meeting on July 11, 2000, and a Regular <br />Meeting on July 11,2000, and was adopted by unanimous vote. <br /> <br />00 - 172 - Presentations: <br /> <br />Proclamation presented to Betty Wright and Reggie Allen for "National Night Out". <br /> <br />Proclamation presented to Commander James B. Brinkman, Commanding Officer, <br />Captain Joe Krenzel, Command Master Chief Robert DeGonzaque and Signalman <br />First Class Gerald Lindsay for "USS NICHOLSON (DD-982) Day". <br /> <br />Presentation of special lapel pins to newly appointed Boards and Commissions <br />members. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to consider agenda item <br />00-180 of the City Manager's Report prior to the public hearing on the School Operating <br />Budget, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />00 -180 - Adoption of a motion to transfer $127,000 from the Grants Contingency Fund <br />to support the Adult Drug Court. <br /> <br />This is a pilot program designed to serve as an intensive treatment program for <br />the purpose of treating non-violent felony offenders who are dependent upon <br />drugs and/or alcohol. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $127,100 from the Grants Contingency Fund to <br />support the Adult Drug Court. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has approved an Adult Drug Court <br />Grant in the amount of $127,100. <br /> <br />· This is a pilot program designed to serve as an intensive treatment program for the <br />purpose of treating non-violent felony offenders who are dependent upon drugs and/or <br />alcohol. This program will utilize the Third Judicial Circuit Court of Virginia and the <br />collaborative efforts between members of the criminal justice community and the Health <br />Department to ensure the success of this program. <br /> <br />· This grant employs one full time Drug Court Administrator and one full-time <br />Surveillance Officer. <br /> <br />Financial Impact: <br /> <br />· A $2,193 local cash match is required. <br /> <br /> <br />
