March 21. 2011 At a Called Meeting of the City Council on Monday, March 21, 2011, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst Sr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 110 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 21, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Economic Development Partners: David Tynch, Greater Portsmouth Development Corporation (GPDC) Davy Smith, Planning Commission Dr. Pamela Kloeppel, Portsmouth Redevelopment and Housing Authority (PRHA) Douglas Smith, Portsmouth Port & Industrial Commission Roger Brown, Economic Development Authority 11 - 111 - The following items were discussed in Public Work Session: 1. Tidewater Community College - Dr. Deborah DiCroce, President 2. Target Industry Update (Retail) - Mallory Kahler, Business Development Manager 3. Target Industry Update (Residential) - Patrick Small, Director of Economic Development 11 - 112 - Motion by Mr. Cherry, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss the sale of publicly owned real property. The subject matter of the meeting is the former Cradock High School site. The purpose of the meeting is to permit discussion of negotiating position and strategy. The motion was adopted by the following vote: Ayes: Cherry, Heretick, Randall, Whitehurst, Wright Nays: None Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
