June 28, 1988 <br /> <br /> "AN ORDINANCE AMENDING SECT1ON'll~29 OE THE-CODE ~F THE CITY <br />OF PORTSMOUTH, VIRGINIA, BY ADDING THERETO SgSSECTIONS 14 AND 15 <br />PERTAI'NING~TO:THE PROCUREMENT OF INSURANCE, PURCHASE AT PUBLIC <br />AUCTION AND CERTAIN LEGISLATIVE ACTIVITIES." - <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, <br />Nays: None <br /> <br />Mr. Corprew left the meeting at 7:42 p.m. <br /> <br />Webb, Williams <br /> <br /> 88-248 Letter from the City Manager recommending adoption <br />of a resolution granting a utility easement of Virginia Power <br />inside the Crawford Street Garage and on the Lightship~Museum <br />parcel. The easements are required to place the switches to <br />increase the electrical service needed for downtown and waterfront <br />development. <br /> <br /> "At this time, electrica~ power a,lo~g the waterfront is <br />only available at the south end of the waterfront adjacent to City <br />Hall. In the event of a power outage, Virginia Power presently <br />has no alternate means of supply to this area. <br /> <br /> Improvements already underway by Virginia Power will increase <br />the power available to this area as well as a looped system to <br />provide an alternate means of supply to downtown in the event of <br />an outage. These improvements will involve construction on Water <br />Street, Crawford Parkway and the northern portion of Effingham <br />Street. <br /> <br /> Virginia Power has requested utility easements for the <br />installation of a number of above ground switching devices. <br />Working closely with City staff, two locations (as shown on the <br />attached.~sheet) were selected .for the switches needed on Water <br />Street. One switch will be located on the ground.floor.in the <br />southeast corner of the Crawford Street Parking Garage. The other <br />will be fit into improvements proposed for the Lightshi~ Museum <br />parcel. These sites were selected as the least restrictive to <br />future improvements and accommo~afe the needs.of Virginia Power. <br />Virginia Power will bear the total cost of installation as well as <br />appropriate landscaping-in the park. <br /> <br /> I, therefore, recommend that the two easements be granted to <br />Virginia Power." <br /> <br /> Motion of Mr. Simpson and seconded by Mr.~ Gray, the followin¢ <br />resolution was adopted and by the-following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY AN <br />EASEMENT TO VIRGINIA POWER COMPANY FOR THE INSTALLATION OF <br />ELECTRICAL SWITCHING EQUIPMENT IN THE CRAWFORD STREET PARKING <br />GARAGE AND ON THE LIGHTSHIP MUSEUM PROPERTY. <br /> <br /> WHEREAS, Virginia Power Company has requested an easement on <br />the hereinafter-described City property for the purpose of <br />installing electrical switching equipment; and <br /> <br /> WHEREAS, Virginia Power Company has further agreed to provide <br />appropriate landscaping and design improvements in connection with <br />the installation of the electrical switching equipment as may be <br />required by the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby ~s, <br />authorized to convey an ~asemenn to Virginia Power Company for the <br />installation of electrical switching equipment on the following <br />described property, to-wit: <br /> <br /> <br />
