February 22. 2011 At a Called Meeting of the City Council on Tuesday, February 22, 2011, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 79 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 22, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 11 - 80 - The following items were discussed in Public Work Session: 1. City Assessor Report - Janey Culpepper, Interim City Assessor 2. Hot Topics - Virginia Public-Private Education and Infrastructure Act (PPEA) - Steve Lynch, Management-Budget Administrator Main Library Fire Update - Brannon Godfrey, Deputy City Manager I Chief Don Horton, Fire Chief I Paul Hoyle, Fire Marshal 3. City Council Liaison Reports Mayor Wright - . Spoke on the Transportation Project Prioritization. o Richard Hartman, City Engineer, provided information on the Turnpike Road Project. Councilman Heretick - . Announced the hiring of David Harris as the new Hampton Roads Regional Jail Superintendent. - Vice Mayor Whitehurst - . Spoke on the Virginia General Assembly funding cuts to Constitutional Officers and asked the City Manager to come up with a plan to offset the cuts and report back to City Council. 11 - 81 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss the performance of public officials and appointments by Council. The subject matter of the meeting is to discuss performance matters and also appointments that are made by City Council. The purpose of the meeting is to permit confidential discussion of candidates and personnel matters. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None Motion by Mr. Edmonds, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
