Th8 Portsmouth Comm6nity Services Board is hereby granted a. use permit pursuant, to 540-121 (a) (i~of the Code of the City of Portsmouth,~Virgi~ia, to operate a group home for adults for thirty-two (32) residents for substance abuse rehabilitation and treatment aZ 750 Clifford Street (Up-88-91. 3. This use permit is approved subject'to the f~llowing conditions: (a) Occupancy is limited to thirty-two (32) residents. (b) Off-street parking must be provided to accommodate the staff of the facility. (c) The use permit is granted to the Portsmouth Community Services Board and/or their designee for a substance abuse rehabilitation and~treatment facility and~is not transferable to any other person or entity, (d) This use~permit shall expire on July. 3!, 1989 any request for an extens~ion~ Df time must b.e supported~by fi] such as would be required if the use permi~t"was .bei~ng reques- for the fi~rst time." "Portsmouth Redevelopment and Housing Authority has"made application to close~a portion of an unnamed street on the east side of Twin Pines Road. The notice of application has been advertised as required· by law. I recommend adoption of t~e resolution appointing viewers for this application." ~ On motion of Mrs. Lucas and seconded by Mr. Gray, the following resolution was adop~e~d and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR..CLOSING A_PORTION OF AN UNNAMED STREET ON THE EAST SIDE OF TWIN PINES ROAD. WHEREAS, Portsmouth Redev~lopment and Housing ~uthority has made application to vacate, close and discontinue the hereinafter-described portion of an unnamed street, and it appearing that Notice of Application and Request for Appointment of Viewers.has been advertised as required b~ law~ NOW, THEREFORE, BE IT RESOLVED by the Council of the Cit~ Portsmouth, Virginia, that Richard D. Ottavio, Alber%~arr, Davis~ George Powers, Sr., and Richard Wood be appoisted viewers and that Richard Todd and James McGehee be appoin[ed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter-described portion of such street and to report to
