Januarv 25. 2011 At a Called Meeting of the City Council on Tuesday, January 25, 2011, there were present: Mayor Kenneth I. Wright, William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, *Dr. Curtis Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 11 - 36 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 25, 2011 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 11 - 37 - The following items were discussed in Public Work Session: 1. Future State Funding for Locally Provided Services - James Regimbal, Jr., Fiscal Analyst, Ltd. 2. Library Restoration Update - Brannon Godfrey, Deputy City Manager 11 - 38 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss personnel matters as per subsection 1 and the disposition of publicly owned real estate, as per subsection 3. The subjects of the meeting are: . personnel matters involving a city official or employee, and . potential real estate development by Lincoln Properties in the downtown area. The purpose of the meeting is to permit discussion of personnel matter, and also negotiating strategy. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright Nays: None Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright Nays: None On motion, meeting adjourned.
