181 <br /> <br />August 9, 1988 <br /> <br /> Moti~on of Mr. Gray and seconded by Mr. Simpson, the followin( <br />resolution was adopted, and by the following vote: <br /> <br /> "A ,RESQLUTION REQUESTING THE: VIRGINIA MUNICIPAL <br /> LEAGUE/VIRGINIA ASSOCIATION OF COUNTIES VIRGINIA POWER <br /> STEERING COMMITTEE .TO.PROVIDE FOR AN OPTION IN THE MUNICIPAL <br /> POWER_SERVICES CONTRACT PEP~MITTING~LO~CALITIES_TO DESIGN AND <br /> BLD_UNDERGROUND ELECTRICAL RELOCATION PROJECTS. <br /> <br /> WHEREAS~ the cities and counties of the Commonwealth of <br />Virginia are provided electrical power and related customer <br />services through_a Municipal~Power Services _.Contract; and <br /> <br /> WHEREAS, the Virginia Municipal League/Virginia ~Association <br />of Counties Virginia Power Steering Commit~t~ee~.is currently <br />neg-otia~ti~g~terms and conditions for .r~enewai of the Municipal <br />Power $~rv-i~es Contract; ~nd ..... ~ <br /> <br /> WHEREAS, local governments have e~perienced extensive cost <br />overr~,ns associated with Virginia Power .Compan~ administered <br />contracts for installation of underground facilities; and <br /> <br /> WHEREAS, these increases in cost have often been <br />substantially more~ than t~9~iginal Virginia Power Company <br />estimates, thereby reducing local control over expenditures and <br />creating financial difficulty for localities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth~ Virginia, that the VirglnLa Municipal League/Virginia <br />Association~of Counties~Virginia Power Steering Committee be <br />h~reby requested to.provide~for an option in.the Municipal Power <br />Services Contract permitting looalities to design and bid <br />underground electrical relocation projects and to administer the <br />construction.of.such projects. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />is, directed to forward a copy of this Resolution to the <br />Director of the Virginia Municipal League and~the-Virginia <br />Association of Counties." ~ ~ ~ <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 88-~L3 - Letter from ~the Ci~ty Manager recommending adoption <br />of a resolution appointing viewers for closing a.portion of a ten <br />foot alley on the west side of Evergreen Place. <br /> <br /> "James H. Coppage has made application to vacate, close and <br />discon~inue~.a portion of a 10 foot alley.
