Januarv 11. 2011 At a Regular Meeting of the City Council on Tuesday, January 11, 2011, there were present: Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Pastor Dr. Eugene Primm, opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Wright called the meeting to order and welcomed all in attendance. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes of a Called Meeting of December 13, 2010, of a Called Meeting of December 14, 2010, and of a Regular Meeting of December 14, 2010, and was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None . Boy Scout Troops 219,256,212,259, and 41 were recognized by the City Clerk. 11 - 13 - Presentation: . Presentation of special lapel pins to newly appointed board and commission members. - Public Hearing - 11 - 14 - Public hearing on a use permit application: UP-10-08 DOWNTOWN - William H. Hargrove, agent for HBA Architects, requests a use permit for a museum at 16 Crawford Circle between Harbor Center Way and Porte Centre Parkway. The museum is adjacent to Ntelos Pavilion. Vision Principles: Thriving Neighborhoods and a Sense of Community and Lifelong Learning Community. There were no speakers. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that UP-10-08 be approved, and was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None - Unfinished Business - 10 - 559 - Adoption of an ordinance to amend the FY 2010-11 Classification and Pay Plan to provide for an 8% salary promotion increase for all supervisory ranks of sworn fire and police employees. Deferred from the December 14, 2010 City Council Meeting. Vision Principles: Bold New Directions and Robust and Prospering Economy. Background: . Our current Classification and Pay Plan includes promotional increases for: · Police Officer to Sergeant 10% · Police Sergeant to Lieutenants 15% · Police Lieutenant to Captain 10% · Fire Fighter to Lieutenant 10% · Fire Fighter/Paramedic to Fire Lieutenant/Paramedic 10% · Fire Lieutenant to Captain 15% · Fire Captain to Battalion Chief 10%
