<br />Januarv 11. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 11, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Dr. Eugene Primm, opened the meeting with prayer, which was followed <br />by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting of December 13, 2010, of a Called Meeting of December 14, 2010, <br />and of a Regular Meeting of December 14, 2010, and was adopted by the following <br />vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />. Boy Scout Troops 219,256,212,259, and 41 were recognized by the City Clerk. <br /> <br />11 - 13 - Presentation: <br /> <br />. Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- Public Hearing - <br /> <br />11 - 14 - Public hearing on a use permit application: <br /> <br />UP-10-08 DOWNTOWN - William H. Hargrove, agent for HBA Architects, requests a <br />use permit for a museum at 16 Crawford Circle between Harbor Center <br />Way and Porte Centre Parkway. The museum is adjacent to Ntelos <br />Pavilion. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community and Lifelong Learning Community. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-10-08 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />10 - 559 - Adoption of an ordinance to amend the FY 2010-11 Classification and Pay <br />Plan to provide for an 8% salary promotion increase for all supervisory ranks of sworn <br />fire and police employees. Deferred from the December 14, 2010 City Council Meeting. <br />Vision Principles: Bold New Directions and Robust and Prospering Economy. <br /> <br />Background: <br />. Our current Classification and Pay Plan includes promotional increases for: <br />· Police Officer to Sergeant 10% <br />· Police Sergeant to Lieutenants 15% <br />· Police Lieutenant to Captain 10% <br />· Fire Fighter to Lieutenant 10% <br />· Fire Fighter/Paramedic to Fire Lieutenant/Paramedic 10% <br />· Fire Lieutenant to Captain 15% <br />· Fire Captain to Battalion Chief 10% <br />
