<br />Januarv 11. 2011 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 11, 2011, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />11 - 10 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 11, 2011 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />11 - 11 - The following items were discussed in Public Work Session: <br /> <br />1. December 25, 2010 Main Library Fire Update - Brannon Godfrey, Deputy City <br />Manager <br /> <br />2. Public Safety Promotional Pay - Toni Smaw-Bembry, Director, Human Resource <br />Management <br /> <br />3. Financial Progress Report - Dave Rose, Davenport & Company <br /> <br />4. Council Discussion on the Undesignated Surplus <br /> <br />5. City Council Liaison Reports <br />Mayor Kenneth I. Wright - <br />. As a member of the Hampton Roads Transportation Planning Organization <br />(HRTPO) gave an update on the High Speed Rail Committee. <br /> <br />6. Public Safety Services (Sheriff/Police) Discussion <br /> <br />11 - 12 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss appointments to boards and commissions and the performance of a public <br />official. <br /> <br />The subject matter of the meeting is to discuss the qualifications of candidates <br />for appointment to boards and commissions, and also a matter involving a City Council <br />member. <br /> <br />The purpose of the meeting is to permit confidential discussion of candidates and <br />personnel matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />Motion by Mr. Cherry, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
