<br />At a Called Meeting of the City Council on Monday, December 13, 2010, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, William E. Moody, Jr., Marlene W. Randall, Stephen E.
<br />Heretick, Paige D. Cherry, Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler,
<br />City Attorney G. Timothy Oksman.
<br />
<br />10 - 548 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, December 13, 2010 for the
<br />purpose of a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Cherry, to allow Vice Mayor
<br />Charles B. Whitehurst, Sr. to participate electronically pursuant to Virginia Code 2.2-
<br />3708.1 and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright
<br />Nays: None
<br />
<br />10 - 549 - Motion by Mr. Moody, and seconded by Mr. Cherry, to go into Closed Meeting
<br />pursuant to Virginia Code 2.2-3711 (A)(1), to discuss appointments by City Council, and
<br />also the performance of an individual employee or employees.
<br />
<br />The subject matter of the meeting is to discuss the qualifications of candidates
<br />for appointment to boards and commissions, and also personnel matters.
<br />
<br />The purpose of the meeting is to permit confidential discussion of these subjects.
<br />
<br />The m'otion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2-
<br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the closed meeting just concluded by the City Council.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />
<br />On motion, meeting adjourned at 8:17 p.m.
