Ayes: Barnes, Corprew, Gray, Hawks, Lucas, SimpsoB., Webb Nays: None Items Removed from the Consent Agenda were presented: The following i~emi approved on the first reading at the regular meeting of August 9, 1988~ was takenup and read:. ~ 88-311 - "AN ORDINANCE TO APPROPRIATE $1,708,000. FROM THE CAPITAL IMPROVEMENT_FUND FQR~THE~STREE~SCAPE~'PROJECT, ~HASE IV, HIGH STREET FROM WASHINGTON TO CHESTNUT." Motion of Mr. Barnes to defer ~8-311..to the mee%ing of September 12, 1988 died due to lack of-~a second. Motion of Mrso Lucas and seconded by Mr. Hawks, the ordinance was adopted on final reading, aRd.~by the follow~i~ vote: Ayes: Corprew, Gray, Hawks, L~cas,~Simpson Nays: Barnes, Webb Motion of Mr. Gray and seconded by Mr. Barnes to refe~ the investigation of purchasing the dilapidated housin~ on County Street for the purpose of tearing it down to the City Manager for a report back to Council and was approved unanimously. Other Item Under Unfinished Business 88-306 - Use permit application: (a) UP-88-11 Motion of Mr. Gray and seconded by Mr. Barnes, the following~ resolution approyed on first reading was adopted, and by the following vote: "A RESOLUTION GRANTING A USE PERMIT TO NATIONAL WELDERS SUPPLY INC. TO OPERATE A FACILITY FOR THE STORAGE, DISTRIBUTION AND SALE OF NON-FLAM~n~BLE GASES ON PROPERTY AT 3121 VICTORY BOULEVARD. WHEREAS, the Portsmouth Industrial Development Authority, on behalf of National~ Welders Supply Ibc., has made application~ pursuant to ~40~68 (b.) of the Code of the City of Portsmouth, Virginia, as amended, for ~he granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director all things required to be done in connection with said application; and have done WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working ~n the neighborhood of the proposed use;
