<br />December 14. 2010 <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to revise and amend the <br />agenda for the purpose of consideration of revisions and reamendments to an <br />ordinance passed by the City Council on November 23, 2010 under Agenda Item 10- <br />537, and was adopted by the following vote: <br /> <br />Ayes: Edmonds, Heretick, Randall, Wright <br />Nays: Cherry, Moody <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance granting unto Constitutional Officers, Council Appointees and grant funded <br />positions a one-time 3% bonus payment, and was adopted by the following vote: <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item. <br /> <br />2. Larry Gump, 3502 Hartford Street, wanted clarification on the item before City <br />Council for consideration. <br /> <br />"ORDINANCE GRANTING UNTO CONSTITUTIONAL OFFICERS AND COUNCIL <br />APPOINTEES A ONE-TIME 3% BONUS PAYMENT." <br /> <br />Ayes: Edmonds, Heretick, Randall, Wright <br />Nays: Cherry, Moody <br /> <br />10 - 565 - Report on Pending Items <br /> <br />. Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the November 23, 2010 City Council Meeting. <br /> <br />10 - 566 - Non-Agenda Speakers <br /> <br />1. Linda Ridenour, 313 Tarreyton Lane, informed citizens and City Council on the <br />uniqueness and benefits of the STEM program in Portsmouth. <br /> <br />2. Joan Branch, 4001 Timberland Drive, thanked City Council for the 1.5% bonus and <br />asked that the Portsmouth Supplemental Retirement System (PSRS) offset be part <br />of the discussions when the undesignated surplus is allocated. <br /> <br />3. J. Brewer Moore, 308 Bobby Jones Drive, informed City Council and citizens that <br />Trinity Church in Portsmouth will celebrate its 250th Anniversary next year. <br /> <br />4. William Connolly, 475 Water Street, informed City Council and citizens of the work <br />being done by the Portsmouth Flag Association. <br /> <br />5. Sara Wilson, 459 Douglas Avenue, voiced her concern with the environmental <br />quality at the Hull's Creek site. <br /> <br />6. Noel Smith, 3600 B Elm Avenue, voiced his frustrations with the zoning requirements <br />for a trucking company he is trying to expand in the City. <br /> <br />7. Leon Mortimer, 506 Summers Place, voiced his frustrations with the drainage <br />problems in the New Port neighborhood. <br /> <br />8. Sylvester Macklin, 3832 Augustine Circle, wanted to know when the City would pave <br />Frederick Boulevard, why his real estate taxes had increased, and if the lights <br />throughout the City would be synchronized. <br /> <br />9. Timm Faesi, 5821 Pond Lane, voiced his frustration with the debris being brought in <br />to use as fill material on a City project in his neighborhood. <br />
