<br />December 14. 2010 <br /> <br />At a Called Meeting of the City Council on Tuesday, December 14, 2010, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, William E. Moody, Jr., Marlene W. Randall, Stephen E. <br />Heretick, Paige D. Cherry, Dr. Curtis Edmonds, Sr., City Manager Kenneth L. Chandler, <br />City Attorney G. Timothy Oksman. <br /> <br />10 - 554 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, December 14, 2010 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />1 0 - 555 - The following items were discussed in Public Work Session: <br /> <br />1. Council discussion on the Undesignated Surplus <br /> <br />2. Hot Topics <br />Standard & Poor's Debt Rating Report Handout - Betty Burrell, Chief Financial <br />Officer (CFO) <br />Recognized Gloria Washington who's leaving for the City of Hampton - Betty <br />Burrell, CFO <br /> <br />3. Council discussion of 3% bonus for Constitutional Officers, Council Appointees and <br />grant funded positions. <br /> <br />10 - 556 - Motion by Mr. Heretick, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss the performance of a specific public official or official of the city, and also <br />appointments to boards and commissions. <br /> <br />The subject matter of the meeting is the performance of a city employee or <br />employees, and also candidates for possible appointment to boards and commissions. <br /> <br />The purpose of the meeting is to permit confidential discussion of personnel <br />matters and candidates for appointment. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Cherry, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: None <br />
