"T~ <br />refunds <br /> <br />S.e~pitember .27, /1988 <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager is here~y <br />authorized and directed to transmit the Letter of Agreemen~ t~ <br /> the <br />Department of Education. . ~ <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpsoh <br /> Nays: None <br /> 88-364 - Letter from t~ ~ty MaB,~ger~ recommending adoption <br />of a motion for acceptance of the 1988 Emergency, Home Repair <br />Program Grant and the transfer of $20,828 from tn~.~rants <br />Contingency Account to support the~program. <br /> <br /> "I am pleased to announce that~ the Virginia Department cf <br />Housing & CoMmunity Development has awarded the City of Portsmouth <br />a grant of $10,414 under the 1988 Emergency~ Home Repair Program. <br />As you may recall, you authorized the s~bmission of a grant <br />application in July to provide financial assistance to low income <br />families to make emergency'repairs~ to ~heir/homes. <br /> The Emergency Home Repair Program will provide, up to $500 in <br />state funds per residential unit.a~d $5~00 i~.matching funds per <br />unit., This $1,000 per unit will ~e issued ~o low income families <br />to make their residences more habitable ~nd safer. The Department <br />of Social Services will work closely with the Department of <br />Housing.Set. vices & Community Development to target these funds to <br />homeowne~s who ar.e cited ~£or_minimum housing code violations, but <br />cannot afford to make the repairs. <br /> <br /> The ~rant .award of $1-0,414 in state funds from the Virginia <br />Department of Housing & community Development., represents 50~ of <br />the project costs. The required 50% lacal cash match of $10,414 <br />represents CDBG funds that were previously allocated to the <br />Department of Social Services for emergency home repair <br />activities. <br /> <br /> I recommend approval .o~f th~ proo~ct and ~he transfer of <br />$20,828 from the Grants Contingency Account to support program." <br /> <br /> Motion of Mr. Simpson, and~ sec~)ndedxb!f Mr~ Hawks, to acc~.pt <br />the 1988 Emergency Home Repair Program Gra.nt,~ and authorization be <br />granted to transfer $20,828 from the ~rants Contingency Account <br />as requested, and was adopted by unanimous vote. <br /> <br /> 88-365 - Letter from the City Manager recommending adoption <br />of a motion for the City T.~eas~urer a~d Dire~t.or of-Finance tO <br />refund (without interest) the following: z <br /> <br /> Business License: <br /> (1) $967.59 to Franklin P~ Korel <br /> (2) $ 79.90 to Homemade Caterin~ Inc. <br /> (3) $~50.00 to Pat Chauncey <br /> (4) $ 61.95 to Overcash.Elect~onio Company <br /> (5) $ 60.03 to John C.
