<br />At a Regular Meeting of the City Council on Tuesday, November 23, 2010, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Johnnie Drake, opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting of November 8, 2010, of a Called Meeting of November 9, 2010,
<br />and of a Regular Meeting of November 9, 2010, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None

<br />Public hearing on the proposed adoption by the City Council of a
<br />resolution to request the General Assembly to amend the present city
<br />charter.

<br />1. Peter Youngblood, 535 Hampton Place, spoke in support of this item.
<br />
<br />2. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item.

<br />10 - 514 - Code amendment application:
<br />
<br />CA-10-01
<br />
<br />CITY WIDE - The City of Portsmouth, proposes technical code
<br />amendments to the provisions of the City's Zoning Ordinance, Chapter
<br />40.1 of the City Code, and modifications to the regulations dealing with
<br />liquor stores throughout the City. Deferred from the November 9, 2010
<br />City Council Meeting. Vision Principle: Bold New Directions.

<br />There were no speakers.

<br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to concur with the
<br />recommendation of the Planning Commission that CA-10-01 be approved, and was
<br />adopted by the following vote:

<br />- City Manager's Report -
<br />
<br />10 - 534 - Adoption of an ordinance accepting an Aid to Localities 2010 Grant in the
<br />amount of $277,448 from the Virginia Department of Fire Programs and appropriating
<br />said amount in the FY 2010-11 Grants Fund for improved fire service in the City. Vision
<br />Principle: Thriving Neighborhoods and a Sense of Community.
