<br />At a Called Meeting of the City Council on Tuesday, November 23, 2010, there
<br />were present:
<br />
<br />*Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr.
<br />Curtis Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy
<br />Oksman.
<br />
<br />10 - 529 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 23, 2010 for
<br />the purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 530 - The following items were discussed in Public Work Session:
<br />
<br />1. Comprehensive Annual Report Presentation - Robert Bielat, Senior Partner, Cherry,
<br />Bekaert & Holland
<br />
<br />2. Hot Topics
<br />City Credit Rating Update - David Rose, Senior Vice President, Davenport & Co.
<br />Bond Sale Update - David Rose, Senior Vice President, Davenport & Co.

<br />3. November Elections - Deloris Short, General Registrar
<br />
<br />10 - 531 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to
<br />discuss appointments to boards and commissions as per subsection 1, a personnel
<br />matter, and plans to protect public safety, as per subsection 20.
<br />
<br />The subject matter of the meeting includes potential council appointees to boards
<br />and commissions, an individual public employee, and also staffing and physical facilities
<br />for certain public safety operations.
<br />
<br />The purpose of the meeting is to permit confidential of potential appointees, and
<br />also sensitive matters related to improving public safety.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst
<br />Nays: None
<br />
<br />Motion by Mr. Heretick, and seconded by Ms. Randall, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
