November 22. 2010 At a Called Meeting of the City Council on Monday, November 22, 2010, there were present: Vice Mayor Charles B. Whitehurst Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Curtis E. Edmonds, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10 - 524 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, November 22,2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Economic Development Partners: David Tynch, Greater Portsmouth Development Corporation (GPDC) C. W. McCoy, Chairman, Economic Development Authority (EDA) Dr. Pamela Kloeppel, Vice-Chairman, Portsmouth Redevelopment and Housing Authority (PRHA) Douglas Smith, Chairman of Portsmouth Port & Industrial Commission (PPIC) 10 - 525 - The following items were discussed in Public Work Session: 1. Hampton Roads Economic Development Alliance - Darryl Gosnell, President & CEO 2. Gee's Group Real Estate - David Gianascoli, Partner 3. Hampton Roads Transit Loop - Paul Holt, Deputy City Manager 4. Hull's Creek Update - Patrick Small, Director of Economic Development 5. Economic Development Director's Report - Patrick Small, Director of Economic Development 10 - 526 - Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to Virginia Code 2.2-3711, subsection 7 to discuss probable litigation. The subject matter of the meeting is a contested matter before the ABC Department. The purpose of the meeting is to discuss the City's legal position with regard to this litigation. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst Nays: None Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the closed meeting just concluded by the City Council.
