<br />November 22. 2010 <br /> <br />At a Called Meeting of the City Council on Monday, November 22, 2010, there <br />were present: <br /> <br />Vice Mayor Charles B. Whitehurst Sr., William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Paige D. Cherry, Curtis E. Edmonds, Sr., City Manager Kenneth <br />L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />10 - 524 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, November 22,2010 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Economic Development Partners: <br /> <br />David Tynch, Greater Portsmouth Development Corporation (GPDC) <br />C. W. McCoy, Chairman, Economic Development Authority (EDA) <br />Dr. Pamela Kloeppel, Vice-Chairman, Portsmouth Redevelopment and Housing <br />Authority (PRHA) <br />Douglas Smith, Chairman of Portsmouth Port & Industrial Commission (PPIC) <br /> <br />10 - 525 - The following items were discussed in Public Work Session: <br /> <br />1. Hampton Roads Economic Development Alliance - Darryl Gosnell, President & CEO <br /> <br />2. Gee's Group Real Estate - David Gianascoli, Partner <br /> <br />3. Hampton Roads Transit Loop - Paul Holt, Deputy City Manager <br /> <br />4. Hull's Creek Update - Patrick Small, Director of Economic Development <br /> <br />5. Economic Development Director's Report - Patrick Small, Director of Economic <br />Development <br /> <br />10 - 526 - Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to Virginia Code 2.2-3711, subsection 7 to discuss probable litigation. <br /> <br />The subject matter of the meeting is a contested matter before the ABC <br />Department. <br /> <br />The purpose of the meeting is to discuss the City's legal position with regard to <br />this litigation. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst <br />Nays: None <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the closed meeting just concluded by the City Council. <br />
