October 25,.1988 <br /> <br />237 <br /> <br /> .On_motion of Mrs, Lucas and seconded by~Mr.~awks, ko approve <br />the ~econd Modification Agreement for ~Cr~wford Harbor Associates <br />and authorize the City Manager to sign neoessary documents with <br />respect thereto, and was adopted by unanimous vote. <br /> <br /> 88-416 - Letter from tne City Manager recommending adoption <br />of a motion authorizing the Superfund Amendments and Authorization <br />Act (SARA) of 1986, and approving Annex~A~2 of the City's Basic <br />Emergency Operations Plan for incidents involving all hazardous <br />materials. <br /> <br /> "A federal regulation issued under Title III of the Sup~rfund <br />Amendments and Reauthorlzation Act~of~1986 (Pub. Law 99'-499) also <br />known as the "Emergency Planning and Community Right-to-Know Act <br />of Response Council (VERC) submit an emergency response plan b~ <br />October 17, 1988. <br /> <br /> The.emergency response.p~a~ has been tested and submitted to <br />the VERC,with correspondence indicating that it. is a draft, <br />pending,City Council approval. The plan was developed by th <br />Local Emergency Response Council (LEPC)and ~itl become (upo <br />approval) Annex A.2 "under separate cover" of the City's Basic <br />Emergency Operations Plan. <br /> <br /> This plan is designed to interface industry~emergency <br />operations plan, transportation emergency operation plan, an the <br />city's emergency operations plans for incidents invol~lng all <br />hazardous material accidents within our city limits.~ <br /> <br /> I recommend that City Council adopt a motion to approve Anne~ <br />A.2 of the City's Basic Emergency Operations Ptan." <br /> <br /> On motion of Mr. Gray and seconded by.Mrs. Lucas, to approve <br />the authorization of the Superfund ~mendmentsand Authorization <br />Act (SARA) of 1986 and~approve Annex A.2 cf the City's Basic <br />Emergency Operations Plan, and was adopted by unanimous vote. <br /> <br /> 88-417 Letter from the City Manager recommending adoption <br />of a motion ~o adopt the 1988 Legislative Proposals. <br /> <br /> "The October 10, 1988 discussion between you. and_our Ge: <br />Assembly Delegation highlighted major issues confronting the <br />in the upcoming Legislative Session. It also provided the f <br />for the addition of~other:i~e~s which have.been incorporated <br />our legislative package. These include~support fo~ an~amendl <br />to the State Code for the Virginia Crime Line Program and an <br />amendment to exempt Local crime commissions from the Freedom <br />Information Act.
