Herbert Simpsonr~ <br /> <br /> Elizabeth Rushing and Louie Brown, students- of Churchland <br />Primary School, opened the meeting with prayer, followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor'Webb welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, minutes of <br />a called.;meeting o~October 10, 1988; m~nmtes of a Public-- <br />Hearing of October 10, 1988; minutes of a called meeting of <br />October 11, 1988;.minutes of a regular meeting of Octobem-&.},.' <br />1988, to be-approved as received, and was adopted by ~nanimous <br />VOte. <br /> <br /> 88-405 Presentation of Proclamation to Geraldine Holmes¢ <br />Vice Chairman of the Mayor's Drug Task Force for "National Drug <br />Free ~merica Week." <br /> <br /> 88-407 - Certificates of Appreciation for service on <br />Boards and Commissions were presented by Mayor Webb to the <br />following persons: Peter Colson, Mayor's Sister Cities <br />Commission; Elizabeth Wilkins, Social Services Advisory <br />Commission; Dale C. Shaw, Parks and Recreation Commission; <br />Franklin L. Stafford, Parks and Recreation Commission. <br /> <br /> 88-408 - Cameron Pitts presented a report on behalf of the <br />Railroad Relocation Task Force concerning their efforts in <br />getting the Virginia Department of Transportation to move the <br />railroad tracks in Churchland to the median of the Western <br />Freeway. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 88-338 - <br />application <br /> <br />Public Hearing on a Group Housing Project <br /> <br />(e) GHP-88-5 - <br /> <br />HIGHLAND NEIGHBORHOOD - Group housing <br />pro3ect application of Bayside Building <br />Corporation, by Hoggard/Eure Associates, <br />for 108 apartment units in five, three <br />story buildings at 100 Elliott Avenue. <br /> <br /> (Item 88-338 (e) was moved to the end of the agenda <br />at the request of the applicant) <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Hawks to suspend <br />the agenda procedure and present a Certificate of Appreciation <br />to T. Richard Walden, Southeastern Virginia Job Training <br />Administration, who arrived late to the meeting, and was <br />approved by unanimous vote. <br /> <br />88-374 - Use Permit application. <br /> <br />(a) UP-88-12 <br /> <br />Resolution granting a use permit to <br />Temple Sinai, by Judith L.
