Octooe '25 At a regular-meeting of the City Council held'on Tuesday, October 25, 1988, there were present: _ _ Mayor Gloria O. Webb, Vice Mayor J. Robert :Gray, Jack P. Barnes, E. G. Corprew, Jrt, .James C¢ Hawks, L. Louise Lucas, Patrick Coffield, Assistant City Manager, Steven Lieberman, C~t~Attorney. ' ~ Absent: J. Herbert Simpsonr~ Elizabeth Rushing and Louie Brown, students- of Churchland Primary School, opened the meeting with prayer, followed by the Pledge of Allegiance to the Flag. Mayor'Webb welcomed all visitors in attendance. Motion of Mr. Gray and seconded by Mr. Barnes, minutes of a called.;meeting o~October 10, 1988; m~nmtes of a Public-- Hearing of October 10, 1988; minutes of a called meeting of October 11, 1988;.minutes of a regular meeting of Octobem-&.},.' 1988, to be-approved as received, and was adopted by ~nanimous VOte. 88-405 Presentation of Proclamation to Geraldine Holmes¢ Vice Chairman of the Mayor's Drug Task Force for "National Drug Free ~merica Week." 88-407 - Certificates of Appreciation for service on Boards and Commissions were presented by Mayor Webb to the following persons: Peter Colson, Mayor's Sister Cities Commission; Elizabeth Wilkins, Social Services Advisory Commission; Dale C. Shaw, Parks and Recreation Commission; Franklin L. Stafford, Parks and Recreation Commission. 88-408 - Cameron Pitts presented a report on behalf of the Railroad Relocation Task Force concerning their efforts in getting the Virginia Department of Transportation to move the railroad tracks in Churchland to the median of the Western Freeway. - UNFINISHED BUSINESS 88-338 - application Public Hearing on a Group Housing Project (e) GHP-88-5 - HIGHLAND NEIGHBORHOOD - Group housing pro3ect application of Bayside Building Corporation, by Hoggard/Eure Associates, for 108 apartment units in five, three story buildings at 100 Elliott Avenue. (Item 88-338 (e) was moved to the end of the agenda at the request of the applicant) Motion of Mr. Barnes and seconded by Mr. Hawks to suspend the agenda procedure and present a Certificate of Appreciation to T. Richard Walden, Southeastern Virginia Job Training Administration, who arrived late to the meeting, and was approved by unanimous vote. 88-374 - Use Permit application. (a) UP-88-12 Resolution granting a use permit to Temple Sinai, by Judith L. Fagan, Director of the Kittredge School, to operate a private pre-school at 4402 Hatton Point Road.
