A Public W~rk Session was.-~ne}~ for the appeal from T. J. Murphy, regarding a decision o~ the Co~mission of Architectural Review for Port Norfolk and Park View, denying the in-pbace~turn style po~¢h balustrades on the porch of 227 Chautauqua Avenue and deferted from the Public Work Session of Octobe:r 25, 1988. Motion of Mr. Hawks and seconded by Mr. Barnes to concur with the ~Commission Of Architectural Review for Port Norfolk and Park View to demy ~he appeal of T. J. Murphy, 227 Chautauqua Avenue, and was adopted by 6-0 vote ( 2~ A Public Work Session was held on the report regarding the development of the north shore of Scott's Creek. A presentation was made by Jerry Burgess, Director of Economic Development and Benjamin J. Levy, Chairman of the Industrial Development Authority. Motion of Mr. Hawks and seconded by Mr. Gray to endorse the Plan in concept and for plans to be made to sched~le~ the necessary Public Hearings and was adopted by 6-1 vote (Corprew). 3. Delegat~o~Kenneth Melvin discussed with the Council his proposed changes to the City Charter. 88-434 - Motion of Mrs. Lucas and seconded by Mr. Barnes to go into Executive Session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. Consideration, acquisition and use of real property for public purposes as permitted under subsection (a) (2); 2. Consideration of a personnel matter as permitted under subsection (a) (1);
