~ovemDer 22, 1988 <br /> <br />265 <br /> <br /> As part of the CIP, several actions are requested of City <br />Council: <br /> <br /> (A) ResolutiOn approving 1989'93~Capital Improvement Plan <br /> <br /> (B) Resolution approving 1-989 Community DevelOpment block <br />Grant (CDBG) Program ~ <br /> <br /> (C) Ordinance appropriating 1989 CDBG entitlement of <br />$1,541,000 <br /> <br /> I believe that the~proposed CIP balances the need to provide <br />funding for urgently needed projects while keeping expenditulres <br />within the capacity of the City to pay for them. ~Therefore, I <br />recommend your approval of the actions requested." <br /> <br /> The following citizens spoke concerning the Capital <br />Improvement Plan: <br /> <br /> H. Scott Hardison, 3757 Farnsworth Drive, Chesapeake, <br />representing the Portsmouth Division of the Hampton Roads Chamber <br />of Commerce, spoke in support of the CIP and the building of the <br />new Churchland High School. <br /> <br /> Charles Brady, 4413 Green Acres Parkway, representing self, <br />spoke in support of the new Churchland High School. <br /> <br /> Edward Sperber, 4117 Faber Road, representing self, spoke in <br />support of the new Churchland High School and refurbishing the <br />remaining city schools. <br /> <br /> Thomas E. Wood, 3421 Churchhill Drive, representing self, <br />spoke in support of building the new Churchland High School. <br /> <br /> Larose M. Mann, 805-Jewell Avenue, representing the <br />Simonsdale Civic Club, spoke in favor of a 1% city sales tax to <br />fund refurbishing of schools where possible and then consider <br />building a new school. <br /> <br /> Marshall Fleming, 4420 Norman Road, representing selft spoke <br />in favor of building a new Churchland High School. <br /> <br /> Motion of Mr. Corprew and seconded by Mr. Barnes, that <br />Education, Parks and Recreation, and Industrial and Economic <br />Development be removed from the Capital Improvement Plan vote <br />be voted on as separate items, and was approved unanimously. <br /> <br />and <br /> <br /> Motion of Mr. Barnes and seconded by Mr~ Hawks to approve th~ <br />Education portion of the CIP as presented. <br /> <br /> Substitute motion of Mr. Corprew died due to lack of a <br />second. <br /> <br /> Original motion of Mr. Barnes, seconded by Mr. Hawks, was <br />adopted and by the following vote: <br /> <br />Ayes: Barnes, Gray, Hawks, Lucas, Webb <br />Nays: Corprew <br /> <br /> Motion of Mr. Corprew and seconded by Mrs. Lucas that a <br />committee be established to study the _easlbll~ty of renovating <br />Frank D.;Lawrence Stadium for future use. <br /> <br /> Substitute motion Mr. Gray and seconded by Mr. Barnes, to <br />accept the proposal for Parks and Recreation in the CIP as <br />submitted by the City Manager, was adopted and by the following <br />vote: <br /> <br /> <br />
