<br />October 25. 2010 <br /> <br />At a Called Meeting of the City Council on Monday, October 25, 2010, there were <br />present: <br /> <br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst Sr., William E. Moody, <br />Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />10 - 480 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, October 25,2010 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Economic Development Partners: <br /> <br />David Tynch, Greater Portsmouth Development Corporation (GPDC) <br />C. W. McCoy, Chairman, Economic Development Authority (EDA) <br />James Ellis, Chairman, Planning Commission <br />Dr. Pamela Kloeppel, Vice-Chairman, Portsmouth Redevelopment and Housing <br />Authority (PRHA) <br />Douglas Smith, Chairman of Portsmouth Port & Industrial Commission <br /> <br />10 - 481 - The following items were discussed in Public Work Session: <br /> <br />1. Cell Towers - Maria Kattmann, City Assessor <br /> <br />2. Neighborhood Preservation I Revitalization - Paul Holt, Deputy City Manager <br /> <br />3. Hull's Creek - Patrick Small, Director of Economic Development <br /> <br />4. Allied Site I PER Properties - Patrick Small, Director of Economic Development <br /> <br />5. Economic Development Update - Patrick Small, Director of Economic Development <br /> <br />10 - 482 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss a personnel matter and threatened litigation, as per subsections 1 and 7. <br /> <br />The subject matter of the meeting is certain individual city employees. <br /> <br />The purpose of the meeting is to permit the confidential discussion of legal <br />strategy. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />Motion by Mr. Cherry, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
