<br />October 12. 2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 12, 2010, there <br />were present: <br /> <br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, <br />Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Larry Ugarte' opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in <br />attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of September 27,2010, of a Called Meeting of September 28,2010, and <br />of a Regular Meeting of September 28, 2010, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 467 - Presentation: <br /> <br />. Mayor Griffin recognized the Portsmouth Chapter of Jack and Jill of America, Inc. <br /> <br />. Proclamation presented to Vice Mayor Charles Whitehurst, Sr. for the "Safety in the <br />Streets Day." <br /> <br />- Public Hearing - <br /> <br />1 0-468 <br /> <br />Public hearing on a proposed ordinance to amend Section 20-31 of the <br />Portsmouth City Code (2006) pertaining to license taxation of telephone <br />companies. The proposed amendment, authorized by Section 58.1-3731 <br />Code of Virginia (1950), requires telephone companies to pay an annual <br />license tax equal to one-half percent of the gross receipts accruing from <br />sales in the City of Portsmouth. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business - <br /> <br />10 - 445 - Floodplain management plan: <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution approved on first reading at the September 28, 2010 meeting, and was <br />adopted by the following vote: <br /> <br />10-445: <br /> <br />"RESOLUTION ADOPTING A REVISED FLOODPLAIN MANAGEMENT PLAN FOR <br />THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br />WHEREAS, in order to remain a participating member of the National Flood <br />Insurance Program's Community Rating System Program, a floodplain management <br />plan must be adopted by the governing body of the participating member locality and <br />updated every five years; and <br /> <br />WHEREAS, the City's Comprehensive Plan also identifies the need to "continue <br />to participate in the National Flood Insurance Program, enforce the Floodplain <br />Ordinance, and pursue policies to minimize the risks of flood damages;" and <br />
