October 12. 2010 At a Regular Meeting of the City Council on Tuesday, October 12, 2010, there were present: Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Reverend Larry Ugarte' opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a Called Meeting of September 27,2010, of a Called Meeting of September 28,2010, and of a Regular Meeting of September 28, 2010, and was adopted by the following vote: Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin Nays: None 10 - 467 - Presentation: . Mayor Griffin recognized the Portsmouth Chapter of Jack and Jill of America, Inc. . Proclamation presented to Vice Mayor Charles Whitehurst, Sr. for the "Safety in the Streets Day." - Public Hearing - 1 0-468 Public hearing on a proposed ordinance to amend Section 20-31 of the Portsmouth City Code (2006) pertaining to license taxation of telephone companies. The proposed amendment, authorized by Section 58.1-3731 Code of Virginia (1950), requires telephone companies to pay an annual license tax equal to one-half percent of the gross receipts accruing from sales in the City of Portsmouth. There were no speakers. - Unfinished Business - 10 - 445 - Floodplain management plan: Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following resolution approved on first reading at the September 28, 2010 meeting, and was adopted by the following vote: 10-445: "RESOLUTION ADOPTING A REVISED FLOODPLAIN MANAGEMENT PLAN FOR THE CITY OF PORTSMOUTH, VIRGINIA. WHEREAS, in order to remain a participating member of the National Flood Insurance Program's Community Rating System Program, a floodplain management plan must be adopted by the governing body of the participating member locality and updated every five years; and WHEREAS, the City's Comprehensive Plan also identifies the need to "continue to participate in the National Flood Insurance Program, enforce the Floodplain Ordinance, and pursue policies to minimize the risks of flood damages;" and
