<br />At a Called Meeting of the City Council on Tuesday, October 12, 2010, there
<br />were present:
<br />
<br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., *William E.
<br />Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Paige D.
<br />Cherry, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />10 - 464 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 12,2010 for the
<br />purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />1 0 - 465 - The following items were discussed in Public Work Session:
<br />
<br />1. Portsmouth Amateur Radio Emergency Service - Ken Murphy, AEC Operation
<br />Director
<br />
<br />2. Hot Topics
<br />Mosquito Spraying - Paul Holt, Deputy City Manager
<br />Pride of Past, Promise of Future Video - Patrick Small, Economic Development
<br />Director
<br />Skate Park Update - Brannon Godfrey, Deputy City Manager
<br />
<br />10 - 466 - Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1 )of the Code of Virginia, to
<br />discuss appointment by City Council.
<br />
<br />The subject matter of the meeting is to discuss the qualifications of candidates
<br />for appointment to boards and commissions.
<br />
<br />The purpose of the meeting is to permit confidential discussion of candidates.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst, Griffin
<br />Nays: None
<br />
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />
<br />The motion was adopted by the following vote:

<br />Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst, Griffin
<br />Nays: None
<br />
<br />On motion, meeting adjourned.
