<br />September 28. 2010 <br /> <br />- New Business - <br /> <br />10 - 457 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />10 - 458- Items Submitted by Council Members <br /> <br />Adoption of an ordinance to amend the Code of the City of Portsmouth, Virginia (2006) <br />by adding thereto a new Section, numbered 22-116, dealing with payroll deductions for <br />the Southern States Police Benevolent Association, Inc. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, Portsmouth, Virginia, spoke in support of <br />this <br />item. <br /> <br />2. Sean McGowan, 4762 Wellesley Drive, Woodbridge, Virginia, spoke in support of <br />this item. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA <br />(2006) BY ADDING THERETO A NEW SECTION 22-116 TO AUTHORIZE PAYROLL <br />DEDUCTIONS FOR THE SOUTHERN STATES POLICE BENEVOLENT <br />ASSOCIATION, INC." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />'" Mr. Moody requested that truck traffic, at a certain weight, be restricted from <br />traveling on to West Norfolk Road. He also requested an update on the status of the <br />sound wall for 1-164 at an upcoming public work session. <br /> <br />'" Mayor Griffin gave a report on the meeting held by the Hampton Roads Partnership. <br />He acknowledged Roy Cherry and announced Mr. Cherry's impending retirement, <br />and asked that those in attendance observe a moment of silence for the late George <br />Eastes, former Vice Mayor of the City of Portsmouth. <br /> <br />10 - 459 - Report on Pending Items <br /> <br />. Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the September 14, 2010 City Council Meeting. <br /> <br />10 - 460 - Non-Agenda Speakers <br /> <br />1. John Wesley Hill, 2906 Mapleton Avenue, Norfolk, asked that the City Council <br />instruct the City Manager to have the Police Chief provide a report on a shooting that <br />took place in the City. <br /> <br />2. Sara Wilson, 459 Douglas Avenue, spoke in opposition to the proposed Hull's Creek <br />Project. <br /> <br />3. Erika Nestler, 413 Douglas Avenue, spoke in opposition to the proposed Hull's Creek <br />Project <br /> <br />4. Walter Bell, 236 Maryland Avenue, spoke in the revision to the proposed Hull's <br />Creek Project. <br /> <br />5. Clyde Toler, 1029 Blair Street, voiced his concern with the diminished quality of life <br />in the Parkview neighborhood. <br />
