December 13, 1988 D) Motion of Mr. ~impson and seconded by Mrs. Lucas, the following resolution was adopted, and by the following vote: "A RESOLUTION APPROVING AMENDMENT NO. 6 TO THEFORT'NELSON REDEVELOPMENT PLAN FQR THE FORT NELSON PLACE PROJECT. WHEREAS, this Council by resolution adopted December 3, 1959, approved a Reaevelopment Plan for the Fort~Nelson Place Project, Portsmouth, Virginia; a~ ~ ~ WHEREAS, there has been presented to this body for consideration~ and~approval, a copy~of an amended RedegelDpment Plan for the project area, which Plan consists of 11 pages and 2 exhibits'; and. . ~ ~ WHEREAS, Amendment No. 6 proposes to change the Land Use Plan to allow for private commercial reuse; and WHEREAS, the Portsmouth Redevelopment and Housing Authority h~s resolved that this Amendment is in the'b~st interest Of the City's renewal effort; .and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, creed, sex or national origin; and WHEREAS, in the judgment of this Council it is i~ the interest of the City and its inhabitants that the said Amendment be approved. NOW, THEREFORE, BE IT RESOLVED by the Council of th~ City of Portsmouth, V'irg~nia: ~ 1. That Amendment No. 6 to the Redevelopment Plan for the Fort Nelson Place Project, having been duly reviewed and considered, it is hereby found: (a) That the objectives of the Fort Nelson Place Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 6 to the Plan for the project area meets the requirements of a Plan for an urban renewal project under Title ~36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 16 of the Fort Nel~son Redevelopment Plan for the Fort Nelson Place Project, having been duly reviewed and considered, is.he~reby approved and the City Clerk is hereby directed to file a copy of said Amendment.with~the minutes of this meeting."
