<br />September 14. 2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 14, 2010, there <br />were present: <br /> <br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, <br />Jr., Elizabeth M. Psi mas, Paige D. Cherry, City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br /> <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in <br />attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of August 23, 2010, of a Called Meeting of August 24, 2010, and of <br />a Regular Meeting of August 24, 2010, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psi mas, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 417 - Presentations: <br /> <br />. Proclamation presented to Vice Mayor Whitehurst for the Third Annual Statewide <br />"Try Transit Week." <br /> <br />. Proclamation presented to the Olive Branch Senior Girls Softball Team. <br /> <br />. Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />. Vice Mayor Whitehurst thanked Master Chief Kelly for the work completed by 125 <br />sailors at a cemetery in Portsmouth. <br /> <br />- Public Hearing - <br /> <br />10 - 418 - Public hearing on a use permit application: <br /> <br />UP-10-06 <br /> <br />ELIZABETH ACRES - Holy Communion Lutheran Church requests a use <br />permit to operate a childcare center at 6220 Portsmouth Boulevard. The <br />Comprehensive Plan Future Land Use Map recommends Mixed Use <br />Development. Vision Principle: A Robust and Prospering Economy. <br /> <br />1. Pastor Stephen McGinnis, 6220 Portsmouth Boulevard, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-10-06 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psi mas, Whitehurst, Griffin <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />10 - 419 - Adoption of an ordinance to amend City Ordinance No. 2010-37 pertaining to <br />rates for water and sewage disposal services. Vision Principles: A Robust and <br />Prospering Economy and Thriving Neighborhoods and a Sense of Community. <br />
