September 14. 2010 At a Regular Meeting of the City Council on Tuesday, September 14, 2010, there were present: Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Elizabeth M. Psi mas, Paige D. Cherry, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Pastor Thornton Frye opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Bernard D. Griffin, Sr., called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting of August 23, 2010, of a Called Meeting of August 24, 2010, and of a Regular Meeting of August 24, 2010, and was adopted by the following vote: Ayes: Cherry, Moody, Psi mas, Whitehurst, Griffin Nays: None 10 - 417 - Presentations: . Proclamation presented to Vice Mayor Whitehurst for the Third Annual Statewide "Try Transit Week." . Proclamation presented to the Olive Branch Senior Girls Softball Team. . Presentation of special lapel pins to newly appointed board and commission members. . Vice Mayor Whitehurst thanked Master Chief Kelly for the work completed by 125 sailors at a cemetery in Portsmouth. - Public Hearing - 10 - 418 - Public hearing on a use permit application: UP-10-06 ELIZABETH ACRES - Holy Communion Lutheran Church requests a use permit to operate a childcare center at 6220 Portsmouth Boulevard. The Comprehensive Plan Future Land Use Map recommends Mixed Use Development. Vision Principle: A Robust and Prospering Economy. 1. Pastor Stephen McGinnis, 6220 Portsmouth Boulevard, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that UP-10-06 be approved on first reading, and was adopted by the following vote: Ayes: Cherry, Moody, Psi mas, Whitehurst, Griffin Nays: None - City Manager's Report - 10 - 419 - Adoption of an ordinance to amend City Ordinance No. 2010-37 pertaining to rates for water and sewage disposal services.
