<br />September 14. 2010 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 14, 2010, there <br />were present: <br /> <br />Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, <br />Jr., Elizabeth M. Psimas, *Paige D. Cherry, City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br /> <br />10 - 414 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 14, 2010 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />1 0 - 415 - The following items were discussed in Public Work Session: <br /> <br />1. Police Benevolent Association (PBA) - Kenneth Chandler, City Manager <br /> <br />2. Police Chief Report - Edward Hargis, Police Chief <br /> <br />3. Flood Plan Management Plan - Paul Holt, Deputy City Manager I Fred Brusso, <br />Special Projects Administrator <br /> <br />4. Telephone License Tax Ordinance - Burle Stromberg, Assistant City Attorney <br /> <br />5. City Council Liaison Reports - <br />Councilman Moody- <br />. Reported that the New Port developers were waiting for lending approval to <br />complete project regarding the infrastructure and ditch. <br />Councilman Whitehurst - <br />. Suggested that City Council task the City Manager to create an Economic <br />Development bus tour. <br /> <br />10 - 416 - Motion by Mr. Whitehurst, and seconded by Mr. Cherry, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: <br /> <br />. a personnel matter, as per subsection 1, and <br /> <br />. legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting includes the performance of a City official and <br />legal matters related to minority contracting. <br /> <br />The purpose of the meeting is to permit frank discussion of personnel matters <br />and to consider legal advice related to City contracts. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Moody, Psi mas, Whitehurst, Griffin <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
