January I0~ 1989 <br /> <br /> "Virginia Power is in the process of upgrading their downtown <br />power distribtuipn system to accommodate existing and future <br />development~~' The improvements-~will provide a looped system which <br />should also reduce the occurrence of power outages downtown. To <br />complete the installation, Virginia Power needs to locate two <br />large above ground switches in the vicinity of,Por~side. <br /> <br /> The Public Works Department personnel meeting with Virginia <br />Power representatives have determined that the least offensive <br />~ocation for~,these-switches~is in-the extCriorj~Quner of the <br />Harbor~StrSet parking garage facing Holiday Inn. The easement <br />necessary for the conduitt and switches is~shown, on the attached <br />sheet. All installation costs and restoration will be the <br />responsibility of Virginia Power. In June of 1988 a similar <br />in~tallat~oM~was approved at the Crawford Square garage as an <br />earlier phase of the~same project. <br /> <br /> Therefore, I recommend your approva~ of the easement for <br />Virginia ~er~.''' <br /> <br /> Mot~i~,~f~ Mr. Gray~,and-se~onded by Mrs~.~Lucas~ that the item <br />be deferred for ~0 days, and was adopted by unanimous vote. <br /> <br /> 89-17 - Letter from the City Manager recommending adoption <br />a resolution authorizing the City Manager to enter into a Mutual <br />Aid Agreement with tbe~U~S. Coast Guard for ~aw enforcement <br />services. <br /> <br /> -'~'~F3oll~w/ng ~severat months of negotiations, the City of <br />Portsmout~and the U.'~S.'Coast Guard Support Center., Portsmouth, <br />Virhginia have developed a ~Police Mutuat3 Aide,Agreement." <br /> <br /> Virginia law autherizes local governments to enter into <br />recipro~a~agreemen~s,~fo~mutua~ ~police aid~and cooperation with <br />regard [o la~ enforcement~ Hoth parties have dete~rmined that <br />police aid across jurisdictional lines will .increase their abilit~ <br />to preserve the safety and welfare of the entire area. <br /> <br /> I, 'therefore, request your.approval of the attached <br />resolution so that both parties may benefit from mutual police <br />services ~and make ~he m' v <br /> ~lt~ of Portsmouth a safer place to live." <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Simpson, the <br />following r~solution was adopted'and by the following vote: <br /> <br />'VAt, RESOLUTION AUTHORIZING THE CIT~ MANAGER~T~-ENTER INTO A <br />MUTUAL AID AGREEMENT WITH THE U.S. CO~ST GUARD FOR LAW <br />ENFORCEMENT SERVICES. <br /> <br /> WHEREAS, local governments are authorized to enter into <br />reciprocal agreements for mutual aid in cooperation in the <br />furnishing of law enforcement services; and <br /> <br /> WHEREAS, the City of Portsmouth and the U.S. Coast Guard hav~ <br />determined that provision of law enforcement services across <br />jurisdictional lines at, the U.S. Coast Guard Support Center, <br />Portsmouth, Virginia~ will increase the ability of local <br />governments to preserve and protect the safety and ~elfare of the <br />citizens. <br /> <br /> <br />
