<br />AUQust 24. 2010 <br /> <br />George Watkins to be appointed to fill a term ending December 31, 2012, replacing <br />Nathaniel Colby. <br /> <br />Portsmouth Redevelopment & HousinQ Authority <br /> <br />Councilman Stephen Heretick to be appointed Council Liaison. <br /> <br />Vice Mayor Charles Whitehurst, Sr. to be appointed Council Liaison (Alternate). <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />10 - 402 - Items Submitted by Council Members <br /> <br />'" Mr. Whitehurst asked that City Council discuss as an upcoming work session the <br />State requiring localities to bear the burden of cost for all elections locally and <br />statewide if they are not moved from May to November and also make inquiries as <br />to when an election would be held for the City Council seat that will be vacant in <br />November. <br /> <br />'" Ms. Psimas reminded everyone that on August 28th & 29th the 40th Annual Seawall <br />Arts Show will take place on High Street. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst, Griffin <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution opposing the proposed closure of the United States Joint Forces Command <br />(JFCOM) and requesting the Virginia Congressional Delegation and Governor <br />McDonnell to take whatever actions are necessary to maintain JFCOM's presence in <br />Hampton Roads, and was adopted by the following vote: <br /> <br />"RESOLUTION OPPOSING THE PROPOSED CLOSURE OF UNITED STATES <br />JOINT FORCES COMMAND (JFCOM) AND REQUESTING THE VIRGINIA <br />CONGRESSIONAL DELEGATION AND GOVERNOR MCDONNELL TO TAKE <br />WHATEVER ACTIONS ARE NECESSARY TO MAINTAIN JFCOM'S PRESENCE IN <br />HAMPTON ROADS. <br /> <br />WHEREAS, the mission of JFCOM is to provide ready capable joint forces to <br />support the development and integration of joint, interagency, and multi-national <br />capabilities to meet the present and future operational needs of the military, as well as <br />to anticipate and prepare for the future demands of the National Defense Strategy; and <br /> <br />WHEREAS, JFCOM currently employs in the cities of Portsmouth, Norfolk, <br />Suffolk and elsewhere, over 6,324 people including 5600 in Hampton Roads; and <br /> <br />WHEREAS, JFCOM has an operating budget of $704 million; and <br /> <br />WHEREAS, the Defense Business Board, a Pentagon Advisory Board, <br />presented a report making many recommendations including the need to address <br />unsustainable trends associated with military entitlements, the reduction of the number <br />of military personnel serving in commercial non-government activities, the elimination of <br />uniformed personnel serving in governmental activities that should be occupied by <br />Department of Defense (DOD) civilian employees, and most importantly, reduction of <br />the number and size of Combatant Commands beginning with the elimination of JFCOM <br />and streamlining other commands and Operational Services Division (OS D) regulations; <br />and <br />
