AUQust 24. 2010 At a Called Meeting of the City Council on Tuesday, August 24, 2010, there were present: Mayor Bernard D. Griffin, Sr., Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Paige D. Cherry, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 10 - 392 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 24, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Members of the Virginia General Assembly Delegation present: Senator L. Louise Lucas Delegate Johnny Joannou Delegate Mathew James 10 - 393 - The following items were discussed in Public Work Session: 1. FY2010 State and FY 2012 Federal Draft Legislative Package - Sherri Neil, Senior Legislative and Management Analyst 2. Public Safety Fleet Purchase Plan of Finance - David Rose, Davenport & Company 3. Hot Topics United States Joint Forces Command resolution - Kenneth Chandler, City Manager Prorating of public utility bills - Kenneth Chandler, City Manager 10 - 394 - Motion by Ms. Randall, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: Candidates for appointment to City boards and commissions, as permitted under subsection A.1 . The subject matter of the meeting is the consideration of appointments to various boards and commissions. The purpose of the meeting is to permit the confidential discussion of candidates and their qualifications. The motion was adopted by the following vote: Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst, Griffin Nays: None Motion by Ms. Psi mas, and seconded by Mr. Cherry, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
