Webb, Vice Mayor J. Robert Gray, Jack P. <br /> Barnes, E. G. Corprew, Jr., James C. Hawks, L. Louise <br /> Lucas, J. Herbert Simpson, George L. Hanbury,~.~,~ity <br /> Manager, Steven Lieberman, City Attorney. <br /> <br /> Miss Jill ~ ~ru~er, 5th grade student at Churchland <br />Academy Elementary:S~hool, opened the meeting with pra!~er, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb welcomed' all vis-i~ors in, attendance and <br />recognized~Sco~ ~r~op ~200, West Park~¢h~rch of Chr~s%[ <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, minutes <br />of a called meeting of January 24, 1989; minutes of a regular <br />meeting of January 24, 1989; minutes of a special called meetin~ <br />of January 26, 1989,I to be approved as received, and was adopted <br />by unanimous vote. <br /> <br /> 89-52 Presentations of Certificates of Appreciation for <br />service on Boards and Commissions were made to the following: <br />Mr. William Oast, Portsmouth Redevelopment and Housing Authority <br />Board; and Mr. Bernard Jernigan, Housing Board of Adjustments <br />and Appeals. <br /> <br /> 89-53 - Public Hearing to consider a proposed ordinance to <br /> amend the 1988-89 operating budget of the City of <br /> Portsmouth by appropriating additional State <br /> Funding which will increase the School Board <br /> Budget by $900,000 to be used for special <br /> education purposes, and $150,000 for the Hazardous <br /> Materials Emergency Response program of the Fire <br /> Department. <br /> <br /> The City Manager gave a brief explanation for the Public <br /> Hearing. There were no speakers and no action was taken by <br /> Council. <br /> <br />UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> On motion of Mr. Simpson and seconded by Mr. Barnes, the <br />following items approved on first reading at the regular meeting <br />of January 24, 1989, were adopted on final reading, and by the <br />following vote: <br /> <br />89-32 <br />~a) <br /> <br />"AN oRDINANCE TO APPROPRIATE $103,000. FROM T~E <br />COMMUNITY DEVELOPMENT FUND FOR THE 1989 RENTAL <br />REHABILITATION PROGRAM." <br /> <br />89-33 <br /> <br />"AH ORDINANCE TO APPROPRIATE $13,200. FROM THE <br />PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND FOR THE <br />PREPARATION OF PLANS AND SPECIFICATIONS AND <br />INSPECTION FOR REPAIRS TO THE EFFINGHAM ELEVATED <br />WATER TOWER." <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />None <br /> <br /> <br />
