February 14, 1989 At a called meeting of the City Council held on Tuesday, February 14, 1989, there were present: Mayor Gloria O~ Webb, Vice Mayor J. Robert Gray, Jack P. Barnes, *E. Go Corprew, Jr., **James C. Hawks, L. Louise Lucas,'J. Herbert Simpson, George L. Hanbury, II, City Manager, Steven Lieberman, City Attorney. 89-50 - The following call for the meeting was read: "Please attend a called meeting of the City Council to be held in the Council Conference Room, 6th floor of City Hall, 801 Crawford Street, at 4:30 p.m., Tuesday, February 14, 1989, for the purpose of a report on a Regional Jail facility. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 89-51 (a) - A Public Work following items: 1. Regional Jail Session was held to discuss the 2. First Street Opening 3. Section 89 4, portsmouth BouleVard Emergency Mr. Art Collins of SVPDC briefed COuncil on Regional Jail' Study. The City Manager briefed Council on pending conflict with Shipyard employees who park in PortCentre. Mr. Ray Clark, Employee Benefits Manager for the city, briefed Council on the City's "Plan of Action." The City Manager briefed Council on the road improvements on Portsmouth Boulevard. 89-51 (b)- Motion of Mr. Simpson and seconded by Mr. Gray to go into Executive Session in accordance with Section 2.1-344 of the Code of Virginia to discuss the following: 1. Condition, acquisition and use of real property for public purposes as permitted under subsection (a) (2); 2. Consultation with City Attorney and briefing by Staff members pertaining to actual or potential litigation or other legal matters within the jurisdiction of the School Board as permitted under subsection (a) (6); 3. The disposition of publicly held property as permitted under subsection (a) (2); 4. Consideration of appointments by the City Council as permitted under subsection (a) (1).
