February 14, 1989 <br /> <br /> At a called meeting of the City Council held on Tuesday, <br />February 14, 1989, there were present: <br /> <br />Mayor Gloria O~ Webb, Vice Mayor J. Robert Gray, Jack P. <br />Barnes, *E. Go Corprew, Jr., **James C. Hawks, L. Louise <br />Lucas,'J. Herbert Simpson, George L. Hanbury, II, City <br />Manager, Steven Lieberman, City Attorney. <br /> <br />89-50 - The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council to be <br />held in the Council Conference Room, 6th floor of City Hall, 801 <br />Crawford Street, at 4:30 p.m., Tuesday, February 14, 1989, for <br />the purpose of a report on a Regional Jail facility. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 89-51 (a) - A Public Work <br />following items: <br /> <br /> 1. Regional Jail <br /> <br />Session was held to discuss the <br /> <br />2. First Street Opening <br /> <br />3. Section 89 <br /> <br /> 4, portsmouth BouleVard Emergency <br /> <br /> Mr. Art Collins of SVPDC briefed COuncil on Regional Jail' <br />Study. <br /> <br /> The City Manager briefed Council on pending conflict with <br />Shipyard employees who park in PortCentre. <br /> <br /> Mr. Ray Clark, Employee Benefits Manager for the city, <br />briefed Council on the City's "Plan of Action." <br /> <br /> The City Manager briefed Council on the road improvements <br />on Portsmouth Boulevard. <br /> <br /> 89-51 (b)- Motion of Mr. Simpson and seconded by Mr. Gray <br />to go into Executive Session in accordance with Section 2.1-344 <br />of the Code of Virginia to discuss the following: <br /> <br /> 1. Condition, acquisition and use of real property for <br />public purposes as permitted under subsection (a) (2); <br /> <br /> 2. Consultation with City Attorney and briefing by Staff <br />members pertaining to actual or potential litigation or other <br />legal matters within the jurisdiction of the School Board <br />as permitted under subsection (a) (6); <br /> <br /> 3. The disposition of publicly held property as <br />permitted under subsection (a) (2); <br /> <br /> 4. Consideration of appointments by the City Council as <br />permitted under subsection (a) (1). <br /> <br /> <br />
