<br />June 22.2010 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 22, 2010, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />10 - 301 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 22, 2010 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />1 0 - 302 - The following items were discussed in Public Work Session: <br /> <br />1. Tidewater Youth Services Commission (TYSC) - Linda Filippi, Executive Director <br /> <br />2. New Port Infrastructure Status - Richard Hartman, City Engineer <br /> <br />10 - 303 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />personnel matter involving individual employees or potential employees of the <br />City, as per subsection 1; <br /> <br />matter requiring the advice of legal counsel for the City, as per subsection 7; and <br /> <br />the possible sale of publicly owned real estate, as per subsection 3. <br /> <br />The subjects of the meeting are protection of public safety with regard to <br />transferring booking responsibilities from the Sheriff's Office to the Portsmouth Police <br />Department, and proposed plans for an expanded Midtown Tunnel. <br /> <br />The purpose of the meeting is to permit confidential discussion of these matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by the following vote: <br />
