Julv 1. 2010 At a Called Meeting of the City Council on Thursday, July 1, 2010, there were present: Mayor James W. Holley III, William E. Moody, Jr., Charles B. Whitehurst Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Paige O. Cherry. 10 - 329 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 12:00 p.m. Thursday, July 1, 2010, for the purpose of a Reorganization Meeting. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 331 - Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss the performance of specific officers and the assignment of a Vice Mayor, as per subsection 1. The subject matter of the meeting includes discussion of the performance of City Council Members and the assignment by election of a Vice Mayor. The purpose of the meeting is to permit frank and confidential discussion of these matters. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Whitehurst, Holley Nays: None Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Member's knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst, Holley Nays: None Mayor Holley called the Reorganization Meeting to order and welcomed all In attendance. 10 - 332 - Election of Vice Mayor. Motion by Mr. Moody, and seconded by Mr. Cherry, to nominate Charles B. Whitehurst, Sr. as Vice Mayor, and was adopted by the following vote: Ayes: Cherry, Moody, Whitehurst, Holley Nays: Heretick, Psi mas, Randall On motion, meeting adjourned at 1 :03 p.m.
