<br />Julv 14. 2010 <br /> <br />At a Called Meeting of the City Council on Wednesday, July 14, 2010, there were <br />present: <br /> <br />Vice Mayor Charles B. Whitehurst Sr., William E. Moody, Jr., *Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psimas, *Paige O. Cherry. <br /> <br />10 - 333 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p. m., Wednesday, July 14, 2010, for the <br />purpose of a Special Called Meeting and possible appointment to Mayor and City <br />Council. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />1 0 - 334 - Motion by Mr. Moody, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss an appointment or appointments by City Council. <br /> <br />The subject matter of the meeting is to discuss the qualifications of candidates <br />for appointment to the position of Mayor of the City of Portsmouth, and also possibly to <br />City Council. <br /> <br />The purpose of the meeting is to permit confidential discussion of candidates. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Heretick, Moody, Psimas, Randall, Whitehurst <br />Nays: None <br /> <br />The following statement was read by Vice Mayor Whitehurst: <br /> <br />"The Portsmouth City Council has met to consider the difficult choices facing us to <br />select the next Mayor of Portsmouth. Our deliberations have been productive, cordial, <br />and collaborative, reflecting our collective duty to our community. In order to permit us <br />to undertake the necessary due diligence to complete this process, we will adjourn our <br />deliberations until Monday, July 26, 2010 at 5:00 p.m. We anticipate reaching a final <br />decision on that date, and electing the next Mayor of the City of Portsmouth in our <br />public session at 7:00 p.m. on Tuesday, July 27, 2010. This is an unanimous decision <br />by the Portsmouth City Council. <br /> <br />The Portsmouth City Council will have no further public comment on this decision until <br />July 27, 2010." <br />
