'4'03 <br /> <br />March 28, 1989 <br /> <br /> Motion of Mr. simpson and seconded by M~. Barnes, the <br />following resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSINC THE CONCERN OF THE COUNCIL OF THE <br /> CIT~ OF PORTSMOUTH WITH INCIDENTS OR ACTS WHICH ARE OFFENSIVE <br /> TO THIS COUNCIL AND THE CITIZENS OF THIS COMMUNITY. <br /> <br /> WHEREAS, the City of Portsmouth has prided itself with being <br />recognized as a community of racial and religious harmony and <br />understanding; and <br /> <br /> WHEREAS, the City of Portsmouth was recently confronted with <br />a cross burning incident in the yard of one of its residents; and <br /> <br /> WHEREAS, even though it was an isolated~incident, such <br />incidents and acts within the boundaries of tnls City are <br />unacceptable to this Council and the citizens of this City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth denounces the malicious acts of a few which tend to <br />disrupt the quality of life of the citizens of this City and calls <br />upon the citizens of this City to likewise denounce these acts and <br />to send a message throughout the community that the citizens of <br />this City will not tolerate acts of this nature." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br /> Nays: None <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that the City <br />Attorney investigate traffic safety regulations for street side <br />vendors, and was adopted by unanimous vote. <br /> <br /> Lucy M. Overton, 36 Hobson Street, President of Old Truxtun <br />Community League, spoke concerning the cross burning. <br /> <br /> Edward Joyner, 502 Truman Circle, President of the NAACP, <br />spoke concerning the cross burning in the City. <br /> <br /> Carolyn Cobb, 5207 Sweetbriar Circle, spoke in opposition of <br />the plans for development of present site of the Churchland High <br />School and the proposed new high school. <br /> <br /> Motion of Mr. Simpson to adjourn, died due to lack of second. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, to suspend <br />the rules to allow citizens to speak, and was adopted by unanimous <br />vote° <br /> <br /> Ellis James, 1804 N. Lakeland Drive, Norfolk~ President of <br />Tidewater Fair Housing, spoke concerning the cross burning. <br /> <br /> Motion of Mrs. LUcas and <br />the rules to allow Rev. Perry <br />unanimous vote. <br /> <br />seconded by Mr. SimPson, to suspend <br />to speak, and was adopted by <br /> <br /> Rev. Rudolph L. Perry, 513 Spectator Street, spoke concernin( <br />the cross burning. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Simpson, to adjourn <br />the meeting, and was adopted by unanimous vote. <br /> <br /> <br />
