401 <br /> <br />March 28, 1989 <br /> <br /> The Southeastern Planning District Commission is in the <br />process of developing a Regional Housing Strategy. The Planning <br />District Commission staff has been working with an Advisory <br />Committee made up of local government representatives and those <br />from the private sector. The first phase of this project is to <br />collect data and to develop a problem statement that would des- <br />cribe the region's housing problems. This phase has now been <br />completed and ~as submitted to the Southeastern Virginia Planning <br />District Commission at their Wednesday, March~15, 1989 meeting. <br />Attached is an excerpt from this report which list all subsidized <br />programs in the region by City. As reflected in this excerpt, the <br />City of Portsmouth exceeds all other cities on a per capita basis <br />as it relates to the number of subsidized units. <br /> <br /> As part of City Council's ongoing efforts to emphasize a <br />"balanced housing stock" in our community, I would propose that <br />the City oppose VHDA financing for multi-family residential <br />housing projects. I would also encourage Council to continue to <br />work with SVPDC as they proceed with the development of a Regional <br />Housing Strategic Plan. Attached is a resolution prepared by the <br />law department regarding the VHDA request for your consideration." <br /> <br /> The City Clerk read a letter from Wendell A. White,, General <br />Partner, Biltmore Commons Associates, requested a postponement of <br />the item. (see exhibit 989-125 L) <br /> <br /> Wendell White, 468 Investors Place, Virginia Beach, <br />representing "Biltmo~e Commons Associates", spoke in opposition <br />the resolution and requested a deferral. <br /> <br />to <br /> <br /> Motion of Mr. <br />matter be deferred <br />vote. <br /> <br />Simpson and seconded by Mr. Barnest that the <br />for two weeks and was adopted by unanimous <br /> <br /> 89-126 - Letter from the City Manager recommending adoption <br />of a motion to endorse the Annual Report on activity in <br />Portsmouth's Enterprise Zone for 1988 and authorizing the City <br />Manager to transmit the report to the Virginia Department of <br />Housing and Community Development. <br /> <br /> "Attached for your review is the annual report on activity i! <br />Portsmouth's Enterprise Zone. Also attached are an endorsement <br />the report by the Enterprise Zone Advisory Committee and a <br />resolution authorizing transmittal of this report to the Virginia <br />Department of Housing and Community Development. <br /> <br /> As the report indicates, the value of taxable building permit <br />activity in the Zone totaled $8.8 million, the third highest <br />annual total. New Zone businesses and deveIopments initiated <br />during 1988 will bring an estimated 145 jobs to the Zone. <br /> <br /> I recommend that City Council endorse the report for <br />transmittal to the State~" <br /> <br /> Motion of Mr. Gray and seconded by Mr. Simpson, to endorse <br />the report and to transmit the report to the Virginia Department <br />of Housing and Community Development, and was adopted by unanimou~ <br />vote. <br /> <br /> <br />
