413 <br /> <br /> ~pril~ll, 1989 <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Hawks <br />ordinance. <br /> <br />to approve the <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas to amend the <br />ordinance to-establish a .grandfather clause so that any person who <br />had pets exceeding the limits in the ordinance could register the <br />animals and be permited to keep the dogs or cats. <br /> <br /> Substitute motion of Mrs. Lucas to defer or derby the <br />ordinance, expired due to the lack of a second. <br /> <br /> Substitute motion of Mrs. Lucas and seconded by Mr. Simpson, <br />to adopt the following ordinance as amended~by eliminating the <br />section pertaining to the number of dogs or cats, and was adopted <br />by the following vote: <br /> <br />"AN ORDINANCE TO AMEND C~APTER 4 OF THE CODE OF T~E CITY <br />PORTSMOUTN~ VIRGINIA, 1973, AS AMENDED, PERTAINING TO <br />ANIMALS AND FOWL." <br /> <br />OF <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Lucas,~Simpson, Webb <br /> Nays: None <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, directing <br />the City Attorney to prepare an ordinance limiting the number of <br />dogs and cats at a unit but providing for a grandfather clause, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes~ Corpew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-147 - Letter from the City Manager recommending adoption <br />of a resolution authorizing the3issuance of not to exceed <br />$243,915~41 General Obligation Bonds, EduCational Technology <br />Series, of the City of Portsmouth~ Virginia to be sold to the <br />Virginia Public School Authority and setting forth the form and <br />details thereof and authorizing participation in the State <br />Non-Arbitrage Program. - <br /> <br /> "In September 1988 City Council a~opted a resolution <br />permitting the School Board to participate in the Governor's <br />Educatienal Technology Initiative Procurement and Financing <br />Program. Through this program the School Board will~be~able to <br />purchase microcomputers, satellite and associated equipment for <br />use in the schools. <br /> <br /> As a part of a state-wide pro,ram managed by the Virginia <br />Public School Authority (~PSA), the City will be required to issue <br />a Genera% Obligation Bond Resolution which will be pooled with <br />other localities' resolutioa. The VPSA will then sell the issue <br />in block, to provide the source of ~f~nding to purchase the <br />equipment. All debt service (principal and interest), will be paid <br />by the state with the City not being resuonsible for any <br />expenditures unless the General Assembly fails to appropriate <br />state funds for.this purpose during the 5-year life of the bond <br />issue. However, it should be noted that the outstanding debt <br />issued under the bond authorization would be required to be <br />counted against the City's debt limit. <br /> <br /> At the Council a~opted the fins.t ~esolution, I informed you <br />that a public hearing and bond authorization would be needed. I <br />have had the.necessary advertisements placed in the ~newspaper to <br />comply with the legal requirements for this public hearing to ~be <br />held on April 11, 1989. <br /> <br /> I therefore recommend that the General Obligation Bond <br />resolution in the amount of~$243,.915o41 be favorably considered." <br /> <br /> <br />
