<br />May 25. 2010 <br /> <br />1. That City Council hereby plans to eliminate the Social Security Offset for all <br />members of PSRS. <br /> <br />2. The City Manager is directed to recommend to City Council a plan by which <br />this goal can be accomplished in phases over a three-year period, commencing with the <br />FY20 11-12 operati ng budget. <br /> <br />3. In preparing the plan, the City Manager shall work with the PSRS Trustees. <br />The plan shall be prepared with careful thought and due diligence, it shall honor <br />established actuarial principles, and it shall identify the additional annual appropriations <br />required so as not to increase the unfunded liabilities of PSRS. <br /> <br />4. The City Attorney shall prepare an ordinance or ordinances to implement the <br />plan." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 261 - Adoption of a resolution authorizing the City Manager to execute deeds of <br />easement and other documents as may be necessary to provide utilities to the new <br />Simonsdale Elementary School. Vision Principles: Bold New Directions and a Robust <br />and Prospering Economy. <br /> <br />Background: <br />. The City is the owner in fee simple of the site of the current and new Simonsdale <br />Elementary Schools by annex. <br />. Construction of the new school building will require construction of a various <br />facilities to serve the new building. <br />. The School Board has asked that the City grant the necessary easements. <br /> <br />Discussion: <br />. The City will continue as owner the site of the Simonsdale School, and will likely <br />need to execute further easements as necessary. The first of these easements is for <br />Virginia Electric and Power Company to install a new line required by the new building <br />site being east of the current building. <br /> <br />Financial Impact: <br />. None as the necessary easements will be conveyed without consideration. <br /> <br />Recommended Action: <br />. Adoption of the resolution. Vision Principles: Bold New Directions and a Robust <br />and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. All legal documents necessary to the granting of easements will be approved by <br />the City Attorney's Office as requested by the School Board. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE EASEMENTS <br />AND OTHER DOCUMENTS AS MAY BE NECESSARY TO PROVIDE UTILITIES TO <br />THE NEW SIMONSDALE ELEMENTARY SCHOOL. <br /> <br />WHEREAS, the School Board of the City of Portsmouth has begun construction <br />of a new Simonsdale Elementary School; and <br /> <br />WHEREAS, the current and new schools are located on property owned by the <br />City as a result of annexation in 1960; and <br />
