Mav 25. 2010 At a Called Meeting of the City Council on Tuesday, May 25, 2010, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10 - 248 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 25, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 249 - The following items were discussed in Public Work Session: 1. Library of Virginia Grant - Cynthia Morrison, Clerk of Circuit Court 2. Matrix Consulting - Mark Carpenter, Vice President Matrix Consulting Group 3. City Manager Hot Topics- . Neighborhood Inspector Program - Paul Holt, Deputy City Manager 4. City Council Liaison Reports - Councilwoman Marlene Randall - . Provided information with regards a resolution recommended by Virginia First Cities curbing predatory lending practices. Discussion by City Council on the proposed Social Security Offset resolution. 10 - 250 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss appointments by City Council. The subject matter of the meeting is to discuss the qualifications of candidates for appointments to boards and commissions. The purpose of the meeting is to permit confidential discussion candidates. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Randall, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
