<br />At a Regular Meeting of the City Council on Tuesday, May 11, 2010, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Robert Lee opened the meeting with prayer, which was followed the
<br />Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting of April 26, 2010, of a Called Meeting of April 27, 2010, and of a
<br />Regular Meeting of April 27, 2010, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None

<br />- Public Hearing -
<br />

<br />
<br />(a) Public hearing to consider the Annual Operating Budget for
<br />FY2010-2011.
<br />
<br />1. Linda Ridenour, 313 Tareyton Lane, asked that City Council provide additional
<br />funding to the schools.
<br />
<br />2. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked that City Council provide
<br />additional funding to the schools.
<br />
<br />3. Jean Shackleford, 2437 Sterling Point Drive, asked that City Council provide
<br />additional funding in the future to the schools.
<br />
<br />4. Pat Simons, 801 Mimosa Road, wanted to know if City Council had looked into
<br />reducing the real estate tax rate.
<br />
<br />(b) Public hearing to consider the Annual Operating Budget that
<br />establishes or increases rates on certain public utility rates, stormwater
<br />fees, recreation fees, solid waste management fees, and golf fees and
<br />includes proposed rate changes to take effect on July, 1 2010.
<br />
<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his concern with the
<br />recreation, solid waste management and golf fees.
<br />
<br />2. Paul Landers, 402 Cabot Street, voiced his concern with the public utility rates,
<br />stormwater fees and risk management.
<br />
<br />(c) Public hearing on recommended 2011-2015 Capital Improvement
<br />Program.
<br />
<br />There were no speakers.

<br />- City Manager's Report -
<br />
<br />10 - 226 - Adoption of the following ordinances supporting the proposed operating
<br />budget for the fiscal year beginning July 1, 2010 and ending June 30, 2011. Vision
<br />Principles: Bold New Directions, World Class Maritime Center, Thriving Neighborhoods
<br />and a Sense of Community, A Robust and Prospering Economy, Lifelong Learning, and
<br />Pride of Past, Promise of Future.
