May 11. 2010 Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 10 - 231 - Adoption of a resolution approving the Community Planning and Development Programs 2011 Action Plan of the City of Portsmouth, Virginia, and authorizing the City Manager to file documents required to obtain the City's Community Planning and Development Grant Entitlements. Vision Principle: A Robust and Prospering Economy. Background: . For each of the five years covered by the CP (FY09 to FY13), the City prepares an Annual Action Plan detailing how the resources made available will be used to implement the goals outlined in the 5-Year CPo FY 2011 (FFY 2010), which runs July 1, 2010 through June 30, 2011, is the second plan of the five-year cycle. . The City of Portsmouth will receive funds through the Community Development Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). The financial resources the City expects to have available during the FY 2011 program year include a CDBG entitlement grant of $1,938,892 and projected program income of $122,000 (total $2,060,892). The City will have available a HOME entitlement grant of $782,542, program income of $100,000, and prior year program income of $607,458 (total $1,490,000). Discussion: . The Department of Planning requests adoption of the FFY 2010 Annual Action Plan to and to authorize the City Manager to submit the plan to HUD allowing the City of Portsmouth to receive its CDBG and HOME entitlements. Financial Impact: . Funds will be available for undertaking the priorities established by the 5-Year CP and in agreement with the statutory purposes of the CDBG and HOME programs. . There is no matching fund requirement for CDBG funds. HOME funds require a match contribution of not less than 12.5% of the HOME funds drawn. Staff Recommends: o Approve adoption of the FFY 2010 Annual Action Plan and to authorize the City Manager to submit the plan to HUD. Vision Principle: A Robust and Prospering Economy. Next Steps Following Council Action: . The Annual Action Plan will be submitted to HUD by May 17, 2010. HUD will then have a 45-day comment period and the FY 2011 Program Year will start on July 1, 2010. Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2011 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEM ENTS. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, ("Acts"), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and
