Mav 11. 2010 At a Called Meeting of the City Council on Tuesday, May 11, 2010, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 10 - 221 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 11, 2010 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 1 0 - 222 - The following item was discussed in Public Work Session: 1. International Association of Assessing Officers (IAAO) Report Presentation - Fred Chmura and Ed Crapo 10 - 223 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider an economic development matter as per subsection 3 (the sale of publicly owned property), and subsection 5, (a prospective business location which has not been previously announced). There may also be consideration of legal matters requiring the advice of counsel, as per subsection 7. The subjects of the meeting are economic development in waterfront areas of the City, and also legal matters related to the financial condition of a real estate development project. The purpose of the meeting is to permit confidential discussion of status and negotiating strategy. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None
