455 <br /> <br />M a_~9, 1989 <br /> <br /> In addition to the above two ordi~ances, which require two <br />readings, I am submitting several budgetary companion ordinances <br />that will modify fees and charges for services and establish other <br />revenue ~ates. These ordinances require only one reading, and I <br />recommend~that they be adopted by the City Council concurrently <br />with the final approval of the above two ordinances. These have <br />been highlighted in my budget message and included in my oral <br />presentati~on Of the proposed budget.% These budgetary companion <br />ordinances consist of the following: <br /> <br />(c) <br /> <br />Residential collection'and dTsposal of~trash is <br />being recommended to be increased from the current <br />$6.00 per month to $7.00 per,month with <br />corresponding increases in ~the collection and <br />disposal of non-residential refuse. <br /> <br />(d,e,&f) <br /> <br />I am recommending increases in the Public Utility <br />Fund pertaining to rates charged for water, and <br />sewer maintenance charges, as well as~an increase <br />in water connection fees. I am proposing an <br />increase in rates for water from $1~40.to $1.45 <br />for each 1000 gallons of water consumed by our <br />Portsmouth customers. Similar increases~are <br />proposed for Chesapeake buIk and residential <br />customers as well as those we serve in Suffolk. <br />In addition, I.am proposing an increase-in some of <br />the water service connection fees to bring our <br />rates more in line with suKrounding jurisdictions. <br /> <br />The charge for disposal of dead animals, has <br />remained constant since the establishment of our <br />crematory several years ago. I am recommending an <br />increase of the present fee of $5;00 to $10.00 in <br />order to more closely approximate the cost of <br />providing this service. This charge applies only <br />to business or commercial establishments and to <br />persons other than residents of the City. <br />Residents are not charged. <br /> <br />(h) <br /> <br />(i,j,&k <br /> <br />(1 <br /> <br />Golf fees as well as,cart rentals remain an <br />important source:of,revenue to provide~for <br />continued services needed for both our City Park <br />and Portsmouth Sleepy Hole Golf Courses. A <br />balance between the revenues collected and the <br />cost of maintenance of these excellent facilities <br />needs to be achieved through enhanced user fees. <br />~Towards this end, I-am recommending an increase in <br />each of the golf fees and cart rental categories <br />in order to keep this relationship in an <br />appropriate balance. <br /> <br /> Several user fees within the purview of the Parks <br /> and Recreation~Department are being recommended <br /> for increase or alteration in the method charged. <br /> These include fees~charged for~the rental of the <br /> National Guard Armor~;-fees pertainfng to the <br /> rental of campsites and picnic shelters; as well <br /> as increases charged for, the<rental of our <br /> recreation centers and for special activities. <br /> <br /> parking decals sold to residents and other <br /> qualified individuals of the residential parking <br /> areas are recommended to increase from the current <br /> $1 per year to $3 per year. The added cost will <br /> begin to bring the cost of printing the decals as <br /> well as monitoring by the Police into alignment <br /> with the charge for the d~cal. <br /> <br /> <br />
